Finance and Administrative Officer

Through research, effective advocacy, and programs directly supporting frontline activists, Freedom House supports the spread of freedom and democracy throughout the world.  Freedom House has been a leader in identifying threats to freedom through its highly regarded analytic reports, including Freedom in the World.  Its diverse programs have supported the work of civic activists and human rights defenders in over 40 countries.  Advocacy and outreach are aimed at encouraging democratic governments, including the United States, to adopt and implement policies that effectively advance human rights and democracy at home and abroad.  Freedom House’s annual budget is $18 million, with 13 field offices, and two U.S. offices.

Freedom House seeks a Finance and Administrative Officer for a Project in Cameroon to be based in Yaoundé.

Under the direction of the Freedom House Cameroon Project Director, the Finance Officer will be responsible for financial, administrative and human resources functions according to the regulations, policies and procedures of donors, the host government and the organization in support of Freedom House’s program.  

Maintain the integrity and ensure accuracy of all financial data including reviewing and posting entries to General Ledger, Accounts Payable and Accounts ReceivableEnsure all accounting records and systems are in compliance with funder requirements as well as requirements of Cameroon governmentMaintain and account for petty-cash, including handling, reconciliation and reporting Manage the smooth functioning of the Freedom House Cameroon office  support systems including negotiations with the landlord, vendors and other service providers in the most cost effective mannerEstablish and maintain internal controls to ensure compliance with financial, human resources and administrative policies and proceduresManage the maintenance of financial and payroll and human resource information systemsOther duties will include but are not limited to: drafting contracts for services and supplies, maintaining office files, and representing Freedom House in Yaoundé and the region as neededKnowledge of Cameroon labor, accounting and financial laws Proficiency in Microsoft Excel required.  Ability to analyze financial information efficiently and accuratelyAbility to effectively write reports, maintain documentation, and complete required formsAbility to effectively communicate in French and English, both verbally and in writingBachelors’ degree in business, finance, economics or accounting requiredMinimum of three (3) years of grants compliance monitoringExperience with NGO accounting in a fast-paced finance department
