4 Brief Description of the organization’s Program
Global Welfare Association (GLOWA) is a registered Charitable Non-Governmental Organization in Cameroon since 2004. During her five years of promoting and protecting the rights of the child and the development of young people, GLOWA has made the following observations, which are at the basis of its present approach to building a culture of rights and responsibilities:
- Children and young people in Cameroon have very limited opportunities for the development of potentials and life skills
- They live in a situation of inadequacy in information due to inadequate communication channels and selective information by public authorities.
- Child abuse is greatly influenced by traditional practices and customs
- Children and young people are looked upon and unfinished humans and therefore needs the strong hand of the adult for control
- There is generalized ignorance in the notion of the rights of the child
- Controversy exists between child labour and child work and accounts for the high prevalence of trafficking in children in Cameroon especially the North West province where GLOWA is located. Cameroon serves both as transit and reception ground for trafficked children from West and Central Africa. Its relative peace and stability makes it even more open to this form co contemporary slavery.
- There is limited legislation to protect children and young people from abuse within the home, school and community. Cameroon does not have a family and child protection codes. Corporal punishment is permitted in schools and institutions.
- Most abuses suffered by children within the home, school and community are due largely to limited knowledge in abusive practices. Perpetrators can hardly differentiate abuse from correction and/or training.
- There is limited knowledge in alternative methods of discipline
- Traditional parenting based on discriminative gender socialisation and other abusive practices continue to dominate child upbringing. There is need for a family life education program to strengthen parenting capacities especially to young couples.
Because of the issues mentioned above, GLOWA is refocusing in the protection of children and development of young people through A Child Protection and Adolescent Livelihood Program.
This is the first of such initiatives in Cameroon so there is very little to learn locally. We have the additional task of building this initiative and adapting it to local context. GLOWA shall be please to collaborate and receive support in designing and managing the program, which needs volunteers in the following positions:
a. Resource Mobilisation Assistants
b. Organisational Development Expects
c. National Protection Officer

5 Volunteer Job Position
National Protection Officer: The Program shall need the service of a National protection officer who shall be in charge of coordinating the protection and promotional activities within the project

6 Duration of Volunteer Period
6 Months minimum. Preferred One year.

7 Job Summery
The National Protection Officer shall work in close collaboration with the program manager and shall assist in coordinating and running the protection program. S/he shall perform interventions on behalf of abused children and youths and interface with authorities.
He shall be lead policy advocacy in favour of children and young people. Design advocacy gadgets and plan activities.

8 Required Qualification
A University Degree or equivalents preferably in the Social Sciences.
Ability to work in English Language and/or French
A good knowledge of Lobbying and Advocacy

Organization Unit:

Duties / Responsibilities

Coordinates, monitors and implements programmes and projects. Monitors advancements in the field of expertise. Qualifications required

Education:

Advanced university degree in telecommunications/ICTs economics or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience:

At least five years of progressively responsible experience in the field of the post, including at least two at the international level. Comprehensive experience and background in subjects related to international ICT and telecommunications matters and broadcasting in particular. A doctorate in a related field can be considered as a substitute for two years of working experience.

Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Competencies:

Comprehensive background and understanding of subjects related to ICT/telecommunications, broadcasting and spectrum management and ability to apply the knowledge in the field. Job overview (purpose/ summary):

·         To own, retain, develop and deliver volume and yield targets of his/her own while remaining focused on relationship building and to increase our share of wallet.

·         To secure business and develop the right mix of customer/cargo/corridor in order to fill up the ships with the most profitable cargo (herewith a specific note: External Sales Executives are challenged to bring additional import cargo from new customers and/or up-selling to equivalent of 125 ffes per month/per sales rep while keeping export loadings above average ffes/month).

·         To manage sales pipeline, segmentation and accurate forecasting and always with usage of INSIGHT tool (salesforce.com)

·         To monitor performance against KPI and take corrective action where necessary.

·         To own and develop his/her allocated customers, starting with a base of 60 customers to be covered in 30 days time and increasing same to 100-120 customers who shall be visited at least once every 2 months.

·         To perform as absolute minimum 15 sales calls per week, on that respect identify customers’ needs, potential and requirements in order to prioritise time and efforts spent in selling.

·         To understand and master the market and the industry needs.

·         To improve customer satisfaction targeting a min score of 6.0 at the CSS and a response ratio of 80% on the monthly surveys. 

·         To draft a one page customer profile for his top 20 export and top 20 import accounts.

Key Responsabilities:

·         To manage the sales pipeline process using Insight/ salesforce.com by identifying customer requirements and recording opportunities against the right client owner

Detailed Responsabilities:

Sales process/Account Planning/Account Managing

·         To retain and increase our share of wallet through up sell and cross sell.

·         Define customer strategy and execute as per management guidelines

·         To be prepared for sales calls in relation to the customer strategy. Whenever attending a first meeting first double check RMKS2 figures, customers/segment/commodity stats etc.

·         Defining and following up on action plan for customers not justified to be in current channel but still staying with the client owner. Promote quarterly customer allocation/segmentation exercise.

·         To prioritise time and effort spent in selling to the right mix of customers through customer profitability assessment using quoting tool and Yield package to identify loss giving cargo and customers.

·         To identify customer needs and requirements, buying criteria and potential to prioritise time and effort spent in selling

·         Manage the selling process to external customer, including pricing contract negotiations.

·         Pro-actively search, qualify, develop and engage into new customers relationships.

Assistant Driller - Hunter

Position Summary

The Assistant Driller is responsible for operating the Top Drive, Kelly, rotary table, drawworks, mud circulating systems, and B.O.P. equipment.  

Essential Functions

1.Assist driller in operation of all equipment at the Driller's console and on the rig floor in a safe manner and maintain a clean, organized, and hazard-free condition on the drill floor and associated area.
2.Assist Driller in supervising the assembly, disassembly, and storage of all blowout prevention equipment as required by the well plan and instructed by the Toolpusher or Tourpusher.
3.Assist Driller in monitoring the well condition at all at all times (i.e. depth, mud weight, weight on bit, possible deviation from course, etc.).  Interpret and respond to downhole conditions.
4.Review all available well planning documentation available on the rig.
5.Perform drilling operations as instructed by the Driller.
6.Assist the Driller to confirm reporting on drill fluid conditions by assigned personnel.
7.Assist the Driller in maintaining accurate record of downhole tool dimensions and identification numbers.
8.Inform the Driller if a deviation from planned operation occurs.
9.Assist the Driller in keeping accurate records of fluid displacement when tubulars are run in/pulled out of hole.
10.Assist the Driller to complete the IADC daily drilling report at the end of each tour.
11.Assist the Driller in holding pre-job meetings with the drilling crew for all non-routine drilling operations.
12.Assist the Driller to secure the well during an emergency or well control situation - assist in the well killing operations.
13.Assist the Driller in the planning, organizing and supervision of rig move operations.


Safety Accountabilities

1.Activities are typically wide-ranging as a recognized expert and problem-solver. This applies to all areas of safety management.
2.Ensures that personal behaviors/work practices are a role model to all and in line with company safety standards.
3.Demonstrates a detailed knowledge of the safety management systems and procedures within their department.
4.Usually 8-10 years of experience in a range of operating, project or supervisory roles. Typically, a first-line supervisor with direct responsibility for all safety requirements (pre, during & post shift).
5.Participates as required in investigations of injuries/incidents in their own and other departments.
6.Actively participates, contributes and leads hazard identification [FOCUS], safety tool box meetings, JSA review, Focus plus program etc.
7.Participates in multiple risk management reviews prior to and following changes in the workplace or procedures to ensure no negative impacts.
8.Passes on information and feedback from accident/incident data and rehabilitation processes, and takes action to improve safety conditions and prevent recurrence.
9.Leads and pays close attention to housekeeping, double-checks and takes additional safety precautions to ensure no-one is put at risk by own work or the work of others.  
10.Takes no short cuts and actively works with other team members to ensure they do not put themselves or others at risk.
11.Participates in safety initiatives/committees where appropriate.
12.Advises other departments and checks others working around them to ensure that safety procedures are well understood and followed.
13.Anticipates and seeks to resolve hazards using company processes including FOCUS and other risk management tools.
14.Reports all hazards and incidents in line with company procedure


Minimum Education and Skill Requirements

1.High school diploma or equivalent.  Work experience and demonstrated ability of oral and written communications may be substituted in lieu of formal education.
2.Valid Well Control and Drilling Technology certificates and other Safety or Training courses. (Regulatory and company required).
3.Valid medical examination and essential function test.
4.Knowledge of all technical calculations required for the safe operation of the drilling unit assigned and basic computer skills.
5.Previous drilling experience.


Physical Requirements

1.Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
2.Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
3.Stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, and pulling are required frequently.  Requires lifting and substantial use of upper extremities and back muscles.
4.Expressing or exchanging ideas by means of the spoken word. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
5.The worker is subject to environmental conditions. The worker is subject to extreme heat which may include temperatures above 100° for periods of more than one hour.

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes , field projects, seminars, etc.).

Organization Unit:

Within the Telecommunication Development Bureau (BDT) of ITU, under the supervision of the Director, and in close collaboration with the other Departments of BDT, the Regional and Area Offices are responsible for proposing the operational policy and strategy of telecommunication development activities in their respective regions, coordinating with countries of the region to prioritize requirements, proposing inputs for the preparation of the operational plan based on these prioritized regional requirements, as well as coordinating and implementing technical cooperation activities in their respective regions, be they in the framework of projects, regional initiatives, or follow-up of World Telecommunication Development Conferences.

Duties / Responsibilities

Under the overall authority of the Regional Director and/or Head of the Area Office, or the immediate supervision of the Programme Coordinator [if applicable], the incumbent will perform the following duties:

Coordinates, monitors and implements programmes and projects. Monitors advancements in the field of expertise. Provides advice to peers, management and colleagues.Provides programme and project support: defines project/revision requirements and specifications; suggests joint activities. Identifies, proposes and develops cooperation opportunities. Serves as a specialist for cooperation programmes and projects (regular programme and extrabudgetary) under his/her responsibility. Prepares, and drafts, as necessary, inputs for budget for programmes and projects.Follows up project/programme/action budget implementation and financial situations, reporting status and raising potential issues with managers. Identifies prospective donors and actively participates in meetings.Monitors, organizes and conducts programme, project and product evaluation s. Edits and compiles relevant documentation to enable project and programme work. Analyses and applies background history and documentation of projects, identifying and reconstructing strategies and decisions, and adding technical value to programmes and projects.Liaises with and provides technical support to regional, national and international organizations , including other agencies within the United Nations system. Recommends prospective partners in selecting and proposing extensive collaborative activities.Attends meetings and participates in technical groups as the representative of a specific programme area, as delegated by the Regional Director/Head of the Area Office to exchange information, discuss best practices and remain informed of subject matter developments.Provides inputs and recommendations in regard to the planning and organization of the work, resolving implementation problems and responding to internal technical and administrative demands.Initiates, supervises and reviews the completion of duties by programme, project and office support staff on programmes/projects/actions under their responsibility, according to predetermined and clarified priorities and objectives.Carries out any additional activities that may be required to ensure the success of the work team to which assigned.

Qualifications required

Education:

Advanced university degree in telecommunications/ICTs economics or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience:

At least five years of progressively responsible experience in the field of the post, including at least two at the international level. Comprehensive experience and background in subjects related to international ICT and telecommunications matters and broadcasting in particular. A doctorate in a related field can be considered as a substitute for two years of working experience.

Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Competencies:

Comprehensive background and understanding of subjects related to ICT/telecommunications, broadcasting and spectrum management and ability to apply the knowledge in the field. Good appreciation of broadcasting issues in Africa would be an advantage.Excellent communication skills, including writing skills.Excellent research skills and very good knowledge of global trends in the area of work.Ability to work in a team with dedication and commitment.Ability to draft precise and complete analytical reports, project proposals, documents, project evaluations.Knowledge of and ability to use personal computers.
