Org. Setting and Reporting

This post is located in the Sub-Regional Office for Central Africa, Yaoundé, Cameroon, one of five sub-regional offices of the United Nations Economic Commission for Africa (UNECA).

Responsibilities

Under the general supervision of the Director of ECA's Central Africa Office (ECA/SRO-CA) and the direct supervision of the Senior Officer, the incumbent will be responsible for the following functions: Monitor economic developments and identify recurrent and emerging issues of concern to the Central African countries, the Regional Economic Communities (RECs) and other Intergovernmental Organizations (IGOs), the civil society and the United Nations; Analyze trends, issues and challenges in development and regional integration through policy-oriented studies; Interpret and apply econometric techniques to analysis of economic prospects and policies; Develop draft policy recommendations pertaining to development, regional integration and other issues of concern to the Central African countries, the inter-governmental organizations and the United Nations; Formulate proposals for development strategies, policies and measures for presentation to intergovernmental bodies; Coordinate the preparation of the flagship publication "Les Economies de l'Afrique Centrale" and other reports. Perform outreach functions by representing the Office and ECA in international, regional and national meetings; Plan, organize and participate in expert group meetings, seminars and training workshops for government officials, RECs, private sector organizations and others stakeholders on development issues; Assist in the preparation, monitoring and evaluation of the programme budget and technical cooperation projects; undertake or participate in advisory services missions to Member States, the RECs and other partners; prepare inputs into global, regional, national or sectoral reports on economic and social development issues; Support junior staff by reviewing their work and providing feedback. Assist with the recruitment of consultants and the supervision of their work; prepare speeches and other inputs for presentations by senior staff; undertake on-the-job and other training activities both internally and externally; perform other duties as required.

In-depth understanding of economic and social development issues with strong background in economic analysis, and ability to use quantitative research methods to draw policy implications, propose options, and make recommendations for policy and programme initiatives to governments, the RECs and other bodies. Ability to incorporate gender perspectives and ensuring the equal participation of women and men in all areas of work.Is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work..

Education

Advanced university degree (Master's degree or equivalent) in economics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree is required. Advanced knowledge in macroeconomics, development economics, public economics or related fields is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. PhD is preferable.

Work Experience

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience in the field of economic and social policy analysis gained through involvement in economic research, programme and project execution and evaluation in the area of economic analysis is highly desirable. Knowledge of the Central African sub-region and practical experiences gained in countries, NGOs or Economic Communities would be added advantages.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
