Advans is looking for Rural Finance Project Manager for two MFIs in Cambodia and in Cameroon to lead the agricultural finance project for a two years assignment.
Tasks and Responsibilities:
Carry out market studies, elaborate adequate procedures and toolsFinalize the prototypes of credit and savings products to test;Prepare training materials and carry out training sessions for both branch and head office staff;Monitor the rural loan portfolio and support the operations department in the project development;Conduct regular follow up and evaluation of the pilot phase;Initiate partnerships with insurers, value chains’ stakeholders and non financial services providers in order to develop risk mitigation strategies, as well as other relevant partnerships with other organizations to improve impact of the projectWork on the development of suitable rural delivery channels, possibly associated with mobile technology;Prepare the dissemination phase.

Job responsibilities:
Working closely with clients offshore representation to ensure a successful operation can be carried out. Liaise with crews to ensure equipment is handled and assembled in a safe manner for the job.
Participate fully in all offshore safety processes. These include, but are not limited to, safety meetings, abandonment drills, time out for safety, tool box talks, STOP and similar initiatives.
To accurately produce BHA drawings and other necessary documentation to support the offshore operation & its link with onshore (e.g. utilization sheets service tickets & job reports).
Upon arrival to the offshore installation, or as soon as practical after induction and introduction to the client representative, thoroughly check delivered equipment to ensure that it matches the operations to be performed (based upon the client program) & the manifest.
Responsible for supervision of Weatherford equipment handling and make up.
Responsible for safe deployment of equipment & supervision during equipment deployment. Advise offshore drill crews and client representative of equipment working parameters and monitor same.
Responsible for accurate and regular contact with the onshore operations supervisors during ongoing operations to ensure that operations are being conducted in a safe and efficient manner.
Compile accurate end of job report to assist Supervisors and support performance monitoring and lessons learned. Delivery of the completed reports to operations supervisor for discussion and close out.
Compile accurate equipment utilization reports and deliver to operations supervisor.
Maintain all own necessary survival, medical and competence & safety certification to meet customer and legislative requirements.
Requirement for 24 hour on call to be available for work as required.
Any other delegated responsibilities as instructed by Line Management within the timeframe specified in a safe and efficient manner to meet business requirements, provided the instruction is reasonable and you are capable and deemed competent to fulfill these.

Key Criteria

Purpose:
Under the supervision of the Chief Operations, the ICT Specialist is responsible for the formulation and implementation of an office ICT plan, utilizing available resources, to maintain/provide efficient computerized information systems and services and to improve work effectiveness and productivity, consistent with the goals, objectives and strategies of the office and the organization.
Qualification:
Advanced university degree in information management or related field, or a first university degree and specialized training in computer science, information systems and/or Telecommunications, as below:
Theoretical foundations of computer science with practical applications of software, database, network, telecommunications and systems development.
Specifically, specialized training in information systems technology, information systems concepts and processes, and organizational functions and information management. Postgraduate training in: information systems principles, database management, structured systems analysis & design; information systems planning; operating systems; principles of telecommunications; and LAN applications & environment.
Five years practical work experience at professional levels in support of office computerization, including the installation of, and administration of, LAN and telecommunications facilities.
Fluency in French and English. Knowledge of local working language of duty station an asset.
Key Expected Results:
1. Install and administer the office multi-user computer network. Upgrade Desktop software as required by ICT standards. This involves establishing the multi-user network and procedures for user access and data security and supervising the administration of such facilities.
2. Coordinate the introduction and technical operation of organizational computer applications. This involves overall understanding of the functioning of system and the interaction of data between sections within the office, with RO and with HQ. This will require the upgrading of all equipment as necessary, the establishment of replication procedures, and the maintenance of all systems administration procedures required to run the ERP system. In addition, assist to install new versions of the systems and troubleshoot ad-hoc user problems in their functioning.
3. Establish and maintain the electronic mail connections required for ERP, E-Mail, Internet/Intranet access and cost-effective telecommunications, using any recommended options, including Radio where necessary.
4. Plan the acquisition of specific computer hardware and software, coordinate its deployment and introduction into the office, and manage its maintenance. This requires interpretation of ICT guidelines to suit local requirements and recommend equipment and software packages and guide their introduction and maintenance.
5. Coordinate computer training and support. This requires identification of ICT training requirements and arranging for external training or formulating in-house training courses. It also involves arrangements for ad-hoc user support whether on hardware or software problems.
6. Manage the required local database capacity, using standard ICT Database. Provide support to staff on messaging system and establish replication capacity where required.
7. Coordinate an ICT plan and budget for computerization, telecommunications and records management, based on a review of ICT-related status and needs of management in the office. This should be consistent with global ICT strategies and guidelines.
8. Coordinate office records management through establishment of a records management regime and system for the office in accordance with organizational guidelines and policies.
9. Any other duties as required by the Supervisor.

Purpose:
Under the direct supervision of the Chief of Operations, you will manage the supply operations of a medium-sized country office. You will be responsible for planning, procurement, distribution and monitoring of UNICEF’s supplies in support of the Country Programme.
Qualification:
Advanced university degree in Business Administration, Management or a related field.
Five years of relevant work experience in supply/logistics management at the national and international levels, two years of which should be in developing countries.
Fluency in English and French.
Key Expected Results:
1. Participates in Country Programme strategy planning preview and review meetings to advise on supply requirements. Assists in developing the supply component of the Country Programme, including systems for the procurement and distribution of supplies to all project sites.
2. Responsible for Supply Planning through coordination with the Programme Section. Provides technical advice on procurement specifications and supply administration. When required, develops plans for emergency supply assistance, in accordance with UNICEF Emergency Policies and Guidelines.
3. Develops and implements logistics planning through coordination with Operations/Programme sections, provides technical advice/supervises logistics arrangements, facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses.
4. Maintains contact with the Supply Division, Copenhagen, on supply policies. Interprets and advises the country office and Government on policies and procedures, impacting on offshore/local procurement and delivery and utilization of UNICEF supplies and equipment. Maintains appropriate links with Copenhagen on trans-national shipments and delivery.
5. Conducts market research, identifies and recommends potential local suppliers. Maintains commodity files and evaluates local supply sources’ overall performance, (competitive pricing, product quality and timely delivery). Assesses supply administration and control mechanisms, and advises on appropriate actions.
6. Supervises the Supply Section staff, in preparation and for implementation of the section’s workplan.
7. Reviews and supervises the preparation of appropriate documentations: SO;s, PR’s, and purchase orders, etc.
8. Undertakes local procurement, as required. Issues invitations to bid. Acts as the secretary and advisor to the CRC. Maintains contact with customs and immigration officials, initiates preliminary supply clearance documentations to facilitate timely customs clearance of supplies and equipment, in keeping with established protocol.
9. Advises Copenhagen on quality deficiencies and on the appropriateness of goods, as well as on claims issues arising from shipments and handles local procurement claims.
10. Undertakes field visits to project sites and sub-offices to inventory and monitor supply inputs. Proposes corrective actions to improve logistical procedures. Prepares trip report for the head-of-office.
11. Identifies training needs and develops training activities in supply management for UNICEF’s staff/consultants and counterparts, designed to improve supply delivery.
12. Maintains the VISION supply monitoring system, participates in preparation of VISION generated supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is an Inter-Governmental organization with a mandate to coordinate the implementation of the Nairobi Protocol on the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great Lakes Region, the Horn of Africa and Bordering States.
It was established in June, 2005 by the 3rd Ministerial Review Conference. There are 13 Member States signatory to the Nairobi Declaration and Nairobi Protocol namely:- Burundi, Republic of Congo, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Somalia, Sudan, Uganda and the United Republic of Tanzania.
The mission of RECSA is to coordinate action in the Member States against Small Arms and Light Weapons proliferation in the Great Lakes Region, the Horn of Africa and Bordering States.
RECSA received funds from Japan of Government through UNDP-Kenya to implement a one year project entitled “Enhancing Human Security in the Great Lakes Region and Horn of Africa by Preventing the Proliferation of Illicit Small Arms through Practical Disarmament”.
Part of the funds will be applied to carry out an end-of-project evaluation. The evaluation will focus on the RECSA II project 2009-2010 which received a six-month extension to end in October 2011.
Objectives
The purpose of the end-of-project evaluation is to provide the donor, UNDP and RECSA as well as stakeholders analysis of the project effectiveness. It will evaluate results achieved against expected goals and objectives, inputs and outputs set forth in the project document.
The evaluation will offer strategic and operational recommendations which will inform future programs on small arms and light weapons to RECSA and its partners.

Job responsibilities:
Working closely with clients offshore representation to ensure a successful operation can be carried out. Liaise with crews to ensure equipment is handled and assembled in a safe manner for the job.
Participate fully in all offshore safety processes. These include, but are not limited to, safety meetings, abandonment drills, time out for safety, tool box talks, STOP and similar initiatives.
To accurately produce BHA drawings and other necessary documentation to support the offshore operation & its link with onshore (e.g. utilization sheets service tickets & job reports).
Upon arrival to the offshore installation, or as soon as practical after induction and introduction to the client representative, thoroughly check delivered equipment to ensure that it matches the operations to be performed (based upon the client program) & the manifest.
Responsible for supervision of Weatherford equipment handling and make up.
Responsible for safe deployment of equipment & supervision during equipment deployment. Advise offshore drill crews and client representative of equipment working parameters and monitor same.
Responsible for accurate and regular contact with the onshore operations supervisors during ongoing operations to ensure that operations are being conducted in a safe and efficient manner.
Compile accurate end of job report to assist Supervisors and support performance monitoring and lessons learned. Delivery of the completed reports to operations supervisor for discussion and close out.
Compile accurate equipment utilization reports and deliver to operations supervisor.
Maintain all own necessary survival, medical and competence & safety certification to meet customer and legislative requirements.
Requirement for 24 hour on call to be available for work as required.
Any other delegated responsibilities as instructed by Line Management within the timeframe specified in a safe and efficient manner to meet business requirements, provided the instruction is reasonable and you are capable and deemed competent to fulfill these.

Background
Biomass energy, especially firewood and charcoal, remain the most dominant form of energy used in Kenya.
Most of the firewood and charcoal is unsustainably harvested from state forest resources. Across the country, most of this wood fuel is burned in inefficient traditional stoves which lead to massive wastage of the wood fuel.
The high demand for fuel wood coupled with the use of inefficient biomass burning technologies put considerable strain on the country’s forest resources and exposes users to several health hazards.
One of the sectors that use large quantities of fuel wood and burn the wood in inefficient cook stoves comprises schools and small businesses such as restaurants.
To enhance energy efficiency in schools and small businesses, a four-year GEF Medium Size project – The Market Transformation for Highly Efficient Biomass Stoves for Institutions and Small and Medium Scale Enterprises for formulated and implemented between 2007 and 2010.
It is within this context that UNDP is seeking a national consultant to capture best practices and lessons learned from the experience of the Market Transformation project.
These will be used by project partners, especially the Project Steering Committee, Ministry of Energy, private sectors and civil society to inform development, promotion and dissemination of biomass energy technologies in design of supportive policies.
This is of crucial importance as the country aims to enhance energy efficiency and access in line Vision 2030 – the development blue print.
Objectives
The overall objective is to provide a text for publication of stories and experiences capturing the transformation of institutions and small business using firewood and charcoal for heating and cooking, and of transformation of the energy policy environment.
