The work of the Senior Employer Specialist is to act as an interface between the ILO, EOs and the employer community in the sub-region concerned and to develop and maintain good working relations with them. More particularly he /she is to help EOs meet more effectively the needs of enterprises. Finally, the Senior Employer Specialist should be able to articulate the views of employers within the ILO so that their priorities and concerns are taken on board in the formulation and implementation of ILO policies and programmes and also to be able to communicate ILO policies and programmes to the employer community.

In addition, the Senior Employer Specialist is an Office-wide source of reference for information on key developments and challenges facing EOs in the region and more generally.

Main Tasks:

The Senior Employer Specialist is responsible for designing and implementing the ILO's entire programme of work with each EO within his or her jurisdiction, whatever the source of funds or other units involved. This involves being able to follow procedures laid down by ACT/EMP and the ILO as a whole within a results based management framework which contains needs analysis, work planning, reporting and evaluation.The objective of the ACT/EMP programme is to develop independent, representative and strong EOs which can effectively represent employers' interests in national economic and social development policy making and implementation and to provide quality services to their member enterprises. To this end the Senior Employer Specialist may need to provide advice and consultancy, organise training courses, produce publications and organise workshops, seminars, conferences or study missions etc. Whilst a set allocation of financial resource is available each biennium in order to carry out the programme, increasingly it is the responsibility for the Senior Employer Specialist to seek and secure alternative donor funding for projects.The Senior Employer Specialist will be responsible for drawing up a work plan which outlines the proposed cooperation with each EO for which she/he is responsible This is done bi-annually in dialogue with each EO concerned and done on the basis of a needs assessment to be carried out by the specialist (taking account of the budget allocation available to each specialist and the likelihood of attracting any extra funding resources). Attention needs to be paid to the operating environment of each EO concerned and strategic thinking is essential. The work plan states the problem to be solved, or objective to be achieved, the activity which should lead to the result envisaged and the indicators which would prove the extent to which the result has been achieved. Technical expertise can be resourced from both within the ILO and externally, depending on the task to be achieved, resources available and the availability of specific knowledge.The work plan is finalised in dialogue with an allocated regional "Desk Officer" in Geneva and ACT/EMP management.Once agreed, Senior Employer Specialists are responsible for the implementation of the agreed work plan and progress is reported and reviewed in a monitoring exercise every quarter. Wider reporting is also needed on assessing the impact of the programme including information on cases where there have been difficulties encountered and lessons learned from both successful as well as problematic cases.Performance is assessed against the agreed work plan and result targets set as indicated above.


Other Tasks:

The Senior Employer Specialist will also be involved in other work of the DWT and Country Offices. This can involve participating in meetings, missions etc to input employers' perspectives in the formulation of the DWT and Country Offices` policies and programmes. It may also involve taking part in national and sub-regional tripartite activities on given themes to be a technical support to employer participants.The specialist will also be called upon to give input to ACT/EMP HQ on its technical responses to wider ILO initiatives. 

Qualifications:

Advanced university degree in economics, business administration, law, social science or related subject.At least ten years professional experience, with at least five years of experience in senior management positions in employer organisations or other business organisations and/or comparable experience in HR/IR or technical cooperation management functions with practical experience of working with employer organisations.Excellent knowledge of French. Working knowledge of English would be an advantage.

GENERAL SUMMARY
Defines and resolves problems encountered by users with corporate information systems by acting as a liaison between users and technical support resources.  Ensures general operation and availability of LAN/WAN components and personal computer workstations.  Implements hardware and software system upgrades.  Provides support for office and work area build-out services. Provides support for IT processes.  Manages telecommunications systems and communication networks for corporate office.


PRINCIPLE DUTIES AND RESPONSIBILITIES

Diagnoses and troubleshoots problems encountered with personal computer hardware and peripheralsResolves issues encountered with personal computer-operating systems and software packages.Diagnose and troubleshoot technical issues with Blackberry and supported PDAs.Diagnose and troubleshoot technical network connectivity and network printing issues.Works with vendors and maintenance service providers to diagnose, repair and correct issues for usersBuild and deploy PC systems according to company standards.Awareness of and the ability to troubleshoot basic to intermediate network issues including satellite communications equipmentAbility to travel internationally and work 24x7 on a 28 day rotation.

WWF International, Regional Palm Oil Coordinator

The position is based in Yaoundé, Cameroon and the scope of responsibilities extend to a major part of the sub-region, i.e. Central Africa Republic (CAR), Gabon, Congo, the Democratic Republic of Congo (DRC), Equatorial Guinea and Sao Tome & Principe.

Under the supervision of the GHoA GI Leader, the Regional Palm Oil Coordinator's major duties and responsibilities are:

Role
Currently, there is no strategy or road map in place on how to promote sustainable palm oil in the Congo Basin, in a context where many palm oil producers and investors try and expand their palm oil production activities in the region. The palm oil coordinator has the mandate to develop and implement a regional palm oil strategy. The position will support and coordinate work carried out by the Green Heart of Africa (GHoA) network and the Market Transformation Initiative (MTI) by promoting the production of sustainable palm oil following the principles and criteria of the Roundtable for Sustainable palm oil (RSPO).

The primary goal of the regional palm oil program is to ensure that the commodity is produced in a sustainable way without loss of biodiversity conservation and WWF priority landscapes and ecosystems.

Main Functions
The main role of the position includes:

Development of a strategy and road map on how to prevent that palm oil developments result in the conversion of bio-diverse and carbon rich natural forests;Guiding and coordinating palm oil activities in the Congo Basin region, by working with respective national staff;Promote sustainable palm oil with the national governments of Congo Basin countries;Facilitate collaboration and coordination of companies, governments, investors, NGOs and other stakeholders, including organizations of RSPO road shows, to increase adoption of the RPSO requirements in the region;Work with palm oil companies on how they can optimize management of biodiversity areas in their palm oil landscapes;Fundraising, including development of proposals, to finance defined activities to achieve sustainable palm oil development in the Congo Basin;Work with the WWF MTI network in order to deliver the palm oil strategy for MTI and ensure that all regional work on palm oil is aligned with WWF international strategies;Liaise with donors and ensure timely monitoring and reporting to them;Keep abreast of international, regional and national environmental palm oil policies and standards on palm oil, like RSPO;Represent WWF CARPO at workshops and forums.

Profile
WWF CARPO is looking for a dynamic and motivated individual to support the development of a sustainable palm oil program for the Congo Basin. Required qualifications and experience for the position include:

Master's degree in Agri-business, forestry, economics, natural sciences, or in relevant fields;Technical proficiency or experience in the field of sustainable agriculture. Experience of having worked in the palm oil sector is a plus;Understanding of forest and wildlife policy, and natural resource management principles;At least 5 years of relevant industry experience;Understanding of key sustainability issues of palm oil production, including on standards and certification;Ability and experience to engage corporate sector actors and governments at national or regional levels;Familiarity and work experience in Africa or the region is a plus;Experience in fundraising and proposal writing and capacity to work independently;Fluency in French and good working knowledge of English;Excellent communication skills (written, oral and presentation).


Working Relationships:

External - Coordinates WWF's engagement with external partners on palm oil, including activities with governments, palm oil producing companies, RSPO, local communities, funding agencies and other NGOs;Internal - Works closely with the GHoA conservation director, RSPO liaison, HCV coordinator, MTI palm oil coordinator, Forest program and all regional offices in the Congo Basin.


Working Relationships:
Internal – Supervised by Regional Conservation Director/GHOA Global Initiative Leader, works closely with regional coordinators team to assure linkeags with B&I work, forest program and forest & climate work.. Coordinates fundraising and partnership work in this field with CARPO's GAA and partnership advisor. Has dotted line working relations with national conservation directors, and is member of the CARPO Conservation Committee (CCC). Is CARPO focal person for relevant WWF offices and programmes in this field, particularly the Market Transformation Global Initiative team.

External - Works closely with implementing and donor partners (bilateral and multilateral), governmental and non-governmental representatives, as well as private sector representatives.

The Center for International Forestry Research advances human wellbeing, environmental conservation and equity by conducting research to inform policies and practices that affect forests in developing countries. We are one of 15 centres within the Consultative Group on International Agricultural Research (CGIAR). Our headquarters are in Bogor, Indonesia, and we have offices in Asia, Africa and South America.

CIFOR is looking for a Regional Communications Officer for the Africa Region.

Reporting to the Media Relations and Outreach Manager, the Regional Communications Officer leads the development, implementation, evaluation and continual improvement of CIFOR’s regional communication strategy for Africa.

The Regional Communications Officer works with scientists to improve the efficiency and effectiveness of CIFOR’s overall investment in communication through effective planning and evaluation. The post holder will play a leading role in the development of a regional communications strategy with the support of CIFOR’s technical experts.


Duties and responsibilities

Develop the African elements of CIFOR’s multilingual website.Develop appropriate communications materials in multiple formats on our work in Africa, such as:
- Write stories, news releases, e-newsletters and other content for the web, printed material and the media
- Prepare multimedia packages for the web and media.  Liaise with media in the region to disseminate information on our research.Build communication plans and budgets into regional research proposals and projects to enhance impact.Support the integration of communication for development activities and knowledge management into projects and programmes.Build the communication capacities of scientists and others in the region by arranging communication training and providing mentoring.Evaluate the effectiveness of communication activities and recommend better approaches.

Requirements

Education, experience, technical skills and competencies

Degree in communication or related disciplineAt least 5 years of professional work experience in media relationsExperience in planning, implementing and evaluating comprehensive communication programsExperience in working for a research facility or within the development sector is an advantageKnowledge of African communication networkVerbal and written fluency in English and French
