Regional Forest Conservation Programme Coordinator

IUCN, the International Union for Conservation of Nature is a world leader in developing knowledge and understanding for effective action for conservation of biodiversity and management of natural resources.

The IUCN Programme for Central and West Africa, PACO, seeks to recruit its Regional Forest Conservation Programme Coordinator (RFCPC), based in Yaoundé, Cameroun.

The RFCPC Coordinator reports directly to the Regional Programme Coordinator and functionally to the Head of IUCN’s Global Forest Programme. He/she will serve as both a senior member of the Regional Programme committee that delivers the technical program of IUCN in Central and West Africa and the IUCN global forest team that helps set strategic direction and define priorities for IUCN’s broader engagement on forests conservation.

The RFCPC Coordinator will develop resource, and manage IUCN’s Forest programme activities in the region in close collaboration with other relevant IUCN programmes, members, commissions and partners. He/She is responsible for the overall management of the RFP activities, to ensuring that they are coherent and consistent with IUCN’s “one programme” approach, build on and align with IUCN’s forest conservation framework and add value to regionally and nationally defined priorities.

Regional Manager

Key Responsibility
1. Under the lead of Operation Director, responsible for the implementation of the strategy and plan of our company in the area, to realize the company objectives;

Qualifications Required:
1. Aged 20-35 years old, received tertiary education, fluent in English, be able to write reports. Candidates who speak French are preferred.
2. Proficiency in the use of computer, be able to use the INTERNET for the network promotion of our products.
3. Minimum two years working experience related to sales or marketing. African students who studied in China are preferred.
4. Familiar with the laws and regulations in the area, have a deep understanding to the brand marketing.

West Africa Regional Organizational Development Manager

Accountabilities & Objectives

Work with Gabon & Cameroon management in the design and implementation of programs and systems that will best optimize people, strategy, structure, processes and culture to support long-term growth.

This role will focus on the delivery of various people projects and the incumbent will:

Developing, implementing and periodically revising a Fundraising and Partnerships Strategy for CARPO/GHOA.Ensuring the establishment of a functional cross-regional fundraising and partnerships network for CARPO and providing support, backstopping and guidance to regional and national staff in fundraising and partnership matters at all levels;Ensuring effective implementation of CARPO-GHoA proposal and contract management systems and adherence of relevant staff in CARPO and in Country Offices to WWF Network Standards and best practices for engaging with public finance partners, private donors, foundations and business sector partners;Contributing to solutions to ensure that country and field programs comply with donor agreements, e.g., timely technical and financial reporting to donors, etc.; Identifying and overseing management of major reputational risks for WWF related to execution of grant and partnerships contracts;Contributing to the design and implementation of innovative and sustainable funding mechanisms for conservation contributing to the implementation of CARPO/GHOA Strategic Plan and develop and manage partnerships agreements, as needed;

What you need: Required Qualifications Required Functional Skills

Advanced university degree in business management, international relations, Development Studies or related fields;At least 7 years professional experience in inter-institutional relationship management, program development and fundraising;Excellent oral and written communications skills in English and French;Knowledge and experience of the realities of conservation & development issues, donor strategies, funding instruments and contract administration.

For the 2012-2015 strategy, VSO Cameroon therefore identified that targeting rural women would be the most strategic means of addressing poverty issues in the long term and enabling communities tosupport particularly vulnerable groups themselves. The interventions focus on changing gender related power dynamics within households and communities by simultaneously addressing issues related to women’s voice as a cross-cutting theme across all intervention areas. Empowering women to have their voices heard at household and community levels, alongside interventions that are more directly focused on livelihoods, education and health, aims to address, in an integrated manner, the many facets of the power imbalance between men and women.

Volunteers recruited will be a part of an exciting but challenging transition into the new strategy and structure. The main tasks ahead for staff and volunteers will be establishing strong communication and collaboration within the staff-volunteer team (cluster), assessing partners and their needs, managing partner expectations, prioritizing interventions and implementing them.

Background and Objectives

The Regional AIDS Training Network (RATN) is an international non-profit organisation with operations in Eastern & Southern Africa (ESA) region.

Scope of Work - Grants and Business Development Intern

Learning Objective
To gain experience in

Overall Responsibilities

We cannot take the existence of the Congo Basin forests for granted. Today, unregulated and often illegal extractive activities are pushing ever further into the Congo Basin. The results? Between 1990 and 2000, approximately 91,000 km2 of forests were lost in Central Africa. That represents an area about 3 times the size of Belgium. Together with its partners, WWF has developed its Green Heart of Africa Initiative, reaching out at all levels – from villages to presidential offices – to protect and sustainably manage one of the most outstanding forest and freshwater ecosystems in the world, while satisfying Central Africa's pressing development needs.

Major Functions

To ensure that WWF CARPO applies the highest standards in Financial management in order to support its Conservation Strategy in the region. To supervise and co-ordinate the development and implementation of policies, procedures and systems for all financial support services throughout the Programme, including accounting, financial reporting, auditing, IT systems, budget management, and adherence to guidelines developed by the Home Office. To support the Regional Representative in the development and implementation of the Programme's Strategic and Business Plans and in ensuring that the programme has enough financial resources to comply with its contractual obligations. To provide effective leadership to ensure strong and professional financial management at WWF CARPO regional level and throughout region's presences

Major Duties and Responsibilities Policies, procedures and systems

Ensures that all Programme locations apply the established WWF International Field Operations Policies & Procedures as set out in the appropriate manuals and the WWF Network standards issued by the Chief Operating Officer of WWF International; Where appropriate, co-ordinates the preparation of local versions of these procedures in compliance with local law and WWF agreements with Countries; Ensures that all Programme locations operate in strict application of the laws and regulations in force and ensures that the policies and procedures are adapted, where necessary, to reflect these laws and regulations in coordination with the Home office where local laws & regulations contradict WWF International policies & procedures; Ensures that all Programme locations are properly equipped with the appropriate WWF International approved accounting and financial systems, and that these are updated in a co-ordinated and timely manner.

Financial Management and Reporting

Ensures that all Programme locations have appropriate financial structures with properly qualified and trained staff; Supervises and performance manages the finance staff at WWF CARPO regional level directly, and has strong functional (dotted line) supervision over head of finance in all Programme locations, and as designated; Ensures that all Programme locations provide timely and appropriate financial information to management; Ensures the adequacy of financial reports, systems, procedures and internal controls in all Programme locations; oversees the financial consolidation of all programme offices reporting into the Regional Office; Develops a timetable for data transfer from Country Offices and Projects within the region to ensure timely preparation of consolidated financial reports. Directs the preparation and distribution of all consolidated financial reports; Supervises the development of and modifications to the Programme's Chart of Accounts, in co-ordination with the Country Offices and WWF International; Ensures that all contracts are properly developed and that all Programme locations and sub-contractees properly monitor and fulfil their financial contractual obligations, including reporting to donors; Co-ordinates and participates in the preparation of project and Programme budgets and forecasts; Ensures that all project budgets, and particularly that of the Regional Programme Office, are fully funded; Ensures that staff contracts are funded and appropriate systems are in place for payment; Ensures that the financial reports for all Programme locations are regularly reviewed, analysed and followed-up jointly by senior finance staff and the project executants: Co-ordinates transfers of funds from donors on a timely basis to Projects under the direct management of the Regional Office; Ensures quality of service of the financial departments, monitors the financial key performance indicator (KPI) reporting

Strategic and Business Planning

Contributes to the Regional Strategic Plan development Directs and improves WWF CARPO's performance to meet WWF International's operations and management systems network standards and best practices as well as contractual requirements of WWF CARPO. This includes but is not limited to designing, implementing and ensuring the compliance of improved F&A and operational controls, processes and procedures throughout the Regional offices; Based on the WWF CARPO Strategic Plan ensures an integrated programme and budgeting planning process and the development and monitoring of an Annual Action plan for WWF CARPO and related Country Offices; Ensures that the Regional Management Team understands all necessary aspects and needs of operational development and Strategic Plan targets, ensures they are fully supported by as well as informed of operational objectives, purposes and achievements; ensures participation and engagement of Operations teams in all relevant meetings and planning of other departments of WWF CARPO and with partners, in particular in relation to the development of key programmes and projects Co-ordinates the preparation of the annual operations and programme budgets for the Programme, in accordance with the annual planning cycle. Budget planning will require close collaboration with finance, accounting, administration and programme staff. Assists in the preparation and review of all proposals for submission for funding relative to Projects to be managed by the Regional Office. Assists in the revision of Country Agreements as required by local context and the development of the Programme.

Special Projects

Oversees any special projects, conducts analysis as required on any of the above activities.

Required Qualifications

A university degree in Commerce, Business Administration or related field; possession of an MBA or equivalent post-graduate qualification would be an advantage Full accounting qualification i.e. CPA, ACCA or equivalent Over 10 years working experience in a senior Finance position preferably in a major international organisation/NGO Management experience at international level and Demonstrable skills in the development of finance and accounting policies, procedures and systems in the context of an international NGO Good knowledge of fund accounting including reporting requirements of major Government and Aid Agencies. Hands-on knowledge of the ACCPAC, Oracle or any other ERP accounting software would be a distinct advantage

WWF International, Regional Palm Oil Coordinator

Currently, there is no strategy or road map in place on how to promote sustainable palm oil in the Congo Basin, in a context where many palm oil producers and investors try and expand their palm oil production activities in the region. The palm oil coordinator has the mandate to develop and implement a regional palm oil strategy. The position will support and coordinate work carried out by the Green Heart of Africa (GHoA) network and the Market Transformation Initiative (MTI) by promoting the production of sustainable palm oil following the principles and criteria of the Roundtable for Sustainable palm oil (RSPO).

The primary goal of the regional palm oil program is to ensure that the commodity is produced in a sustainable way without loss of biodiversity conservation and WWF priority landscapes and ecosystems.

Main Functions
The main role of the position includes:

Development of a strategy and road map on how to prevent that palm oil developments result in the conversion of bio-diverse and carbon rich natural forests;Guiding and coordinating palm oil activities in the Congo Basin region, by working with respective national staff;Promote sustainable palm oil with the national governments of Congo Basin countries;Facilitate collaboration and coordination of companies, governments, investors, NGOs and other stakeholders, including organizations of RSPO road shows, to increase adoption of the RPSO requirements in the region;Work with palm oil companies on how they can optimize management of biodiversity areas in their palm oil landscapes;Fundraising, including development of proposals, to finance defined activities to achieve sustainable palm oil development in the Congo Basin;Work with the WWF MTI network in order to deliver the palm oil strategy for MTI and ensure that all regional work on palm oil is aligned with WWF international strategies;Liaise with donors and ensure timely monitoring and reporting to them;Keep abreast of international, regional and national environmental palm oil policies and standards on palm oil, like RSPO;Represent WWF CARPO at workshops and forums.

Develop a strategy and road map to ensure sustainable palm oil production in the Congo Basin;Coordinate and oversee the implementation of the palm oil road map and work plan.Contribute to internal capacity building and knowledge management by organizing internal trainings on RSPO and HCV and by consistently sharing lessons learned in the region and wider network;Lead and manage the national palm oil staff in the Congo Basin region to deliver the defined regional palm oil strategy;Establish links with other relevant networks and WWF program's such as the MTI, the forest program, Forest-Carbon network and HCV coordinator.Strengthen regional capacity on the use of High Conservation Value (HCV) criteria as a conservation land use planning tool to prevent the conversion of high conservation value forests into oil palm concessions;Lobby governments in the Congo Basin on palm oil and land-use planning to prevent high conservation value losses;Lobby the use of sustainable palm oil and RSPO criteria with companies;Engage with companies and assist companies to adhere to RSPO criteria and wildlife management;Assist the relevant national offices in the Congo Basin to translate and implement the regional palm oil strategy.


Profile
WWF CARPO is looking for a dynamic and motivated individual to support the development of a sustainable palm oil program for the Congo Basin. Required qualifications and experience for the position include:

Master's degree in Agri-business, forestry, economics, natural sciences, or in relevant fields;Technical proficiency or experience in the field of sustainable agriculture. Experience of having worked in the palm oil sector is a plus;Understanding of forest and wildlife policy, and natural resource management principles;At least 5 years of relevant industry experience;Understanding of key sustainability issues of palm oil production, including on standards and certification;Ability and experience to engage corporate sector actors and governments at national or regional levels;Familiarity and work experience in Africa or the region is a plus;Experience in fundraising and proposal writing and capacity to work independently;Fluency in French and good working knowledge of English;Excellent communication skills (written, oral and presentation).


Working Relationships:

External - Coordinates WWF's engagement with external partners on palm oil, including activities with governments, palm oil producing companies, RSPO, local communities, funding agencies and other NGOs;Internal - Works closely with the GHoA conservation director, RSPO liaison, HCV coordinator, MTI palm oil coordinator, Forest program and all regional offices in the Congo Basin.


Working Relationships:
Internal – Supervised by Regional Conservation Director/GHOA Global Initiative Leader, works closely with regional coordinators team to assure linkeags with B&I work, forest program and forest & climate work.. Coordinates fundraising and partnership work in this field with CARPO's GAA and partnership advisor. Has dotted line working relations with national conservation directors, and is member of the CARPO Conservation Committee (CCC). Is CARPO focal person for relevant WWF offices and programmes in this field, particularly the Market Transformation Global Initiative team.

External - Works closely with implementing and donor partners (bilateral and multilateral), governmental and non-governmental representatives, as well as private sector representatives.

WWF International, Regional Palm Oil Coordinator

Currently, there is no strategy or road map in place on how to promote sustainable palm oil in the Congo Basin, in a context where many palm oil producers and investors try and expand their palm oil production activities in the region. The palm oil coordinator has the mandate to develop and implement a regional palm oil strategy. The position will support and coordinate work carried out by the Green Heart of Africa (GHoA) network and the Market Transformation Initiative (MTI) by promoting the production of sustainable palm oil following the principles and criteria of the Roundtable for Sustainable palm oil (RSPO).
