External Job Description PURPOSE

·To act as a partner in creating the business strategy.

·To lead the development and implementation of the GCSA Organisation & People strategy which supports the business in the achievement of its strategic goals and releases the potential of all GCSA employees

QUALIFICATION AND EXPERIENCE REQUIRED

· Degree level, Preferable HR Qualification.

· Excellent command of spoken and written French and English is a must.

· 6-8 years generalist HR Experience preferably within a similar blue chip FMCG environment.

ACCOUNTABILITIES

·Lead the development and implementation of the GCSA Organisation and People strategy

·Manage Organisation and People Development Review process for GCSA

·Act as partner in the development of business strategy

·Converts strategy into execution

·Identify of the organisation capabilities that support business strategy and develops plans to close gaps.

·Take the lead working with the Exec team to ensure that GCSA operating model is aligned to the achievement of the company's strategic goals.

·Support line managers in employee relations issues

· Create inspiring work environments, which maximize the contribution of all our employees.

·Develop employer brand for GCSA, which is effective in attracting a diverse talent pool both internally and externally.

·Develop & action long term talent resourcing strategy and plans to meet organisation needs.

·Work with Leadership Team and line managers to embed processes, which drive employee development to meet organisation needs.

·Support line managers in implementing effective resourcing and development plans.

·Act as coach to the Leadership Team on organisation and people issues

·coach and develop HR team within GCSA

· Ensure that GCSA reward systems are aligned to the delivery of outstanding performance.

·Develop and implement effective retention plans for key resources.

·Embed a culture of recognition within GCSA

·Set, agree and manage annual HR budget for GCSA

· Range of recruitment consultants.

Job Objective / Summary

To provide leadership in all aspects of administration and ensure the sustenance of individual and organizational growth and performance of the company.

Duties and Responsibilities

Background

Somalia Mine Action supports mine and explosive remnants of war (ERW) clearance activities, awareness programming, contamination survey and coordination for mine action activities throughout Somalia.

Somalia Mine Action works closely with other UN Agencies, local communities and humanitarian and development actors to ensure a sustainable and effective response to explosive contamination in Somalia, with priority on improving the lives of people living in affected communities, and ensuring national capacity development for a long term solution to the problem.

In Somaliland and Puntland, capacity development has been carried out for the Somaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine Action Centre and the Puntland EOD. The Programme has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somalia

Duties and Responsibilities

Under the overall supervision of the Head of Support and under the direct Supervision of Admin/Finance Officer, she/he will be responsible for the following duties:

* At least two years’ in a management/leadership role, providing gainful insight and practical solutions to business challenges from the human resource perspective.
* Credible human resource practitioner with a minimum of 8 years broad experience in the various areas of human resource management, particularly organization development and change management.
* Confident and effective manager with good commercial acumen and experience in developing and executing strategy leading to the efficient and sustainable growth of an organization.
* Outstanding communicator with excellent interpersonal skills and the ability to build relationships, influence, motivate and encourage consensus amongst peers, employees and partners at all levels to produce high quality results.

TechnoServe Kenya looking for a seasoned HR Manager with a strong HR background
with at least eight (8) years experience preferably from an international Non-Profit
organization.

We are seeking highly motivated individual with strong HR background relevant
experience and a passion to fill the position HR Manager.

Key Responsibilities

Recruitment and Selection: Design , implement and review Recruitment
strategies in line with the company’s recruitment needs

Policies ,Systems and Procedures: Coordinate and oversee the formulation,
implementation and review of HR policies, Systems and procedures in collaboration
with the Country Director and all Team Leaders

Staff Training and Development: Design, implement and review relevant Staff
Training and Development Programs in line with the corporate development needs

Performance Management : Oversee the Design, implementation and review of
relevant Performance Management frameworks

Change Management; Be an Agent of Change responsible for working
collaboratively with the Country Director and Team Leaders to identify areas of
change, analyze their impacts and make recommendations on their implementation

Compensation and Benefits; Coordinate and oversee a market survey program
in to ensure employees salaries and benefits are in line with the market

Human Resource Information System: Act as a point of contact (in coordination
with our Washington Head Office ) to implement and maintain the organization’s
Human Resources Information System

Communication: Pay attention to details to ensure effective communication to
both internal and external customers


Organization Design and Development ; Help in designing Organization
Development Programs that enhance the effectiveness with which the organization
functions and responds to change eg Succession Planning, Business Process
Analysis and Review

Labor Legislations; Play the advisory role to the Country Director and Team
Leaders on all matters related to the current labor laws

REQUIREMENTS

Minimum of a first Degree in Social Sciences with at least a Post-Graduate Higher
Diploma in Human Resources Management. An MBA in HR will be an added
advantage

A Minimum of eight (8) years work experience in HR , three (3) of which should be in
senior management as HR Team Leader, preferably in an international Non-Profit
organization

A member of a Professional HR Body for at least five years preferably the Institute of
Human Resources Management Kenya

Skilled in both strategic thinking and multi-tasking.

Strong interpersonal and cross-cultural skills.

Exceptional written and oral communication skills.

Willingness and ability to travel internationally when required

Familiarity with the Government operations especially the NGO Coordination Board
and the Immigration Department on matters of Work Permits and Special Passes

Proficient skills in IT ( Micro-Soft Office and ability to operate an HR Information
System)

Chief, Human Resources Management Services

Job Title: Chief, Human Resources Management Services

Grade: P4

Division: Administration and Finance

Reporting To: Director of Administration and Finance

Purpose of the Job

Strengthening the capacity and increase the efficiency of the institution through maintenance of effective recruitment and management policies.

Tasks

Under the overall supervision of the Director of Administration and Finance, the incumbent will perform the following duties:

1. Contributing in the preparation and evaluation of staff policies, Rules and Regulations and ensuring that they are properly applied:

* examining existing personnel policies, Rules and Regulations and make recommendations as appropriate;
* giving advice to higher management on personnel matters;
* conducting negotiations with staff representative bodies;

2. Planning and carrying out a policy of upgrading the professional skills and competence of the Staff of COMESA by:

* drawing up staff training schemes;
* requiring Directors of Divisions to discuss training needs with their staff and to see to it that they are upto- date in their profession;
* establishing an interdivisional committee on training; and
* establishing language training courses.

3. Recruiting of qualified, experienced and competent staff including consultants and advisers by:

* issuing accurate vacancy announcements internally and externally or both and disseminating them as widely as possible;
* screening applications in conjunction with the appropriate director(s) of divisions(s);
* preparing submissions to the reviewing bodies;
* advising such bodies as ex-officio on the rules and regulations;
* arranging for the interviewing of short-listed candidates;
* transmitting the recommendations of the reviewing bodies to the Secretary General; and
* ensuring that successful candidates receive letters of appointment and take up their positions as required.

4. Ensuring the provision of effective and efficient personnel services to COMESA and its staff members by:

* calculating and communicating to the Finance Section approved and prevailing financial benefits of all staff members;
* Managing effectively the prevailing health facility provision for staff members; and
* participating in study exercises on staff matters.

5. Servicing and advising those who may be assigned to review any staff matters such as promotions bodies, disciplinary committees, and policy advisory bodies by:

* ensuring that their composition is renewed on a periodic basis;
* ensuring staff representation in these bodies;
* supplying all members with copies of the Staff Rules and Regulations as well as the procedure for the conduct of business;
* giving advice on applicable rules and procedures and so guide the deliberations of the bodies; and
* providing secretarial support.

6. Supervising the staff of the Unit by:

* guiding them and ensuring that they apply the Rules and Regulations and are fully conversant with them;
* overseeing their work on a daily basis;
* preparing evaluation reports on them;
* discussing any staff complaints with them; and
* finding out and easing bottlenecks.

7. Any other related duties that may be assigned by his or her superiors from time to time.

Decision Making

Decisions on human resource matters i.e. recruitment, promotions and career advancement.

Consequence of Error

Errors in staff management may demoralise staff and also affect the overall staff and organisation’s productivity.

Education

* A Masters Degree with specialization in Personnel Management or Human Resource Management.
* A Ph.D degree in the relevant field would be an added advantage.

Experience

* At least ten (10) years post qualification experience in supervisory or similar positions in national, regional and international organization.

Languages:

* Fluency in English with a working language of French
