Description
An international service provider of telecommunication services to leading MNOs and Equipment Vendors in West Africa offering services ranging from design & planning to implementation & optimization of fixed and wireless networks requires a Head of Division, Programme Management. The role is a group function supporting international operations.

The Head of Division, Programme Management is responsible for managing and improving on processes for managing multiple projects in the organization to ensure business goals are realized. He/She will provide leadership in the documentation and maintenance of all work processes and have overall responsibility for all project budget, schedule, quality management and mentorship of project team members. He/She will provide oversight support to purpose and status of project- level activities to ensure overall program goals are likely to be met by providing the kind of decision-making that can’t be met at the project level.

Skills/Competencies
• Consultative and analytical management style, creative thinking with a pragmatic approach
• Able to set up and manage project systems that is agile and adaptable to the business environment and improve company capability in project management as a core competence and differentiator from competition.
• Some level of subject matter knowledge of the telecommunication services life cycle management in African business environment
• Strategic planning and goal setting, Creating budgets and schedules.
• Project coordination, cost benefit analysis, return of investment comparisons and project evaluation, selection based on economic models.
• Experienced working collaboratively with executive management team and internal and external project stakeholders
• Possess excellent communication skills and demonstrates proven capability to develop/manage relationships at all levels with internal and external project stakeholders
• Project human resource management including championing human capacity development skills in collaboration with internal stakeholder and departments to improve subject master expertise assigned to projects.
• Proven record of setting up pragmatic project controls and record management systems.
• Results oriented and highly organized.

Qualifications /Experience
• Bsc Degree in Electrical/ Electronic or Computer Engineering
• MBA degree is an added advantage
• 8 years progressive project and programme management work experience including at least 2 years in program management role in a telecommunications business environment.
• Experience in knowledge management projects will be an added advantage
• Excellent knowledge of the B2B project stakeholder management is a mandatory requirement for this role.
• 3 years qualification as a PRINCE II practitioner or PMP is an added advantage

Travel Possibility of significant national and international travel especially during pre sales and project life cycle.

Background / General description:

Improving the investment climate in Africa is one of three core priorities of the IFC/World Bank Group strategy in Sub-Saharan Africa. IFC manages the Investment Climate Advisory Services of the World Bank Group, which comprise staff based in the regional hub offices of Nairobi, Dakar and Johannesburg and across the continent, who work with a team of product specialists based in Washington, DC and Istanbul. The Investment Climate Advisory Services have been supporting Sub-Saharan African countries to design and implement investment climate reform programs for nearly a decade, and have scaled up their efforts significantly in recent years. The programs assist client countries to implement a range of investment climate reforms, including economy-wide reforms of aspects of business regulation, supporting international trade and investment, regional integration as well as addressing obstacles to private sector investment in leading industries, such as agribusiness, infrastructure, tourism and health. The team s objective is to support African countries efforts to create a positive investment climate to increase their competitiveness and private sector investment. The Investment Climate Advisory Services are looking to fill a staff position as Senior Operations Officer with the role of Program Manager for Central Africa, to be located in Douala, Cameroon. The successful candidate will coordinate our programs and will be expected to work in close coordination with the World Bank team, IFC's Investment staff and with regulatory and industry experts from the investment climate team in Nairobi, Johannesburg, Dakar, Washington and Istanbul. S/he will also be expected to contribute to the Investment Climate Advisory Services support to regional investment climate reforms.

Duties and Accountabilities:
# The Senior Operations Officer will have frontline responsibility for delivering the investment climate (IC) reform program in Cameroon and lead program development and provide implementation oversight in other countries in Central Africa, under the leadership of the Manager of Investment Climate Advisory Services for Africa, with day-to-day technical guidance from the deputy manager responsible for West and Central Africa and the IFC Country Manager. The scope of activities will include the following: Take overall responsibility for the design and implementation of an investment climate reform program, providing technical and logistical program support and ensuring the appropriate integration of all the business line activities.
# Take lead responsibility for the management of the relationship with the country clients and any external clients under the guidance of the IFC Country Manager.
# Coordinate fund raising activities with Donor Relations team. Coordinate and prepare all necessary donor reporting.
# Develop and monitor the budget for the IC programs, review and report on monthly budget reports and provide timely reports to management on the program.
# Authorize all payments for work on the IC country programs, which are not approved by one of the product leaders for subsequent approval by the manager concerned, certifying that the work claimed has been performed in accordance with the budget, work program and the WBG procedures.
# Coordinate and backstop all reporting on activities, outputs, outcomes and impact achieved by the program overall and its components.
# Ensure that all necessary program documentation, request letters, implementation updates etc., are filed electronically in iDesk, as per current instructions.
# Recruit, and manage the performance of short-term consultants.
# Coordinate all missions related to the IC programs in the country managed by the incumbent, in order to exploit synergies.
# Develop positive working relationships with other units of the World Bank Group to support the delivery of the IC programs drawing on inputs from multiple Group units.

Selection Criteria:
# Advanced degree in law, economics, business, public policy or related field.
# A background in investment climate policy issues, and economic, political and social facts in African countries.
# Minimum of 10 years professional experience, preferably working in complex multi-sectoral teams
# Effective inter-personal, leadership, team player skills and the ability to maintain excellent client and donor relations.
# Prior experience working in World Bank Group offices in Africa is desirable.
# Experience in developing and managing technical assistance, advisory services, and consultancy programs
# Strong advocacy skills, ability to interface effectively with public and private sector leaders;
# Experience working in developing countries, particularly in Cameroon is highly desirable.

The International Humanity Foundation (IHF) is seeking forward-thinking, dynamic graduates to contribute to our orphanage and education centers in Kenya, Thailand or Indonesia. IHF has grown over the past 25 years under the visionary leadership of Carol Sasaki (CEO) and the dedication of thousands of volunteers from around the world.
IHF is distinct from other NGO’s in this field as we practice the ‘Pass it on’ ethos in marginalized regions. We offer the privilege of education to those who without our organization could not reach it. IHF has no central headquarters, as each center is a product of its environment and follows the cultural code and norms of its host country. IHF volunteers teach English, computer and math classes as well as maintaining relationships with local staff and the local population at every centre.
In addition to teaching, our organization’s volunteers engage in:
• Public relations
• Fundraising
• Legal
• Finance
• Project experts (i.e., Peace farm and food relief initiatives)
• Media
At the centers, directors divide their time between teaching and nurturing the children and working on international tasks. All directors manage one or more of our international task teams such as university relations, photography, fundraising and media. Special projects constantly arise and include moving food during famine feeds to monitoring children during breaks. Our center directors have a lot of say in what they do and must possess excellent time management skills.

Those who are secure without the comforts of home gain the most from this valuable opportunity. Although we are mainly seeking those with the above expertise, IHF is willing to consider those with transferrable skills if you can demonstrate them during our application process. Fluency in English, both written and spoken is essential. Those interested in volunteering at an IHF centre are required to complete a level of pre-trip duties in order to gain an understanding of how grassroots organizations function.
Salary / Pay: IHF is a voluntary organization in the greatest sense of the term. Nobody is paid a wage from top to bottom. Directors must commit to serve at least a year at the center. Except for the initial transport to the center, there will be no further costs for directors. Accommodation and food is supplemented by IHF.

THE PERSON

Delivery of work both pre and post PO / contract award. Inventory, Materials Management, Warehousing, transportation, shipping desirable. Global service, supply environment and distribution channels. Draft Logistics, Procurement and Contract handbooks and Procedures; Contract and Procurement templates. Achieve project objectives, namely clearly defined, unified and lean SCM processes. Enable SCM to support client growth strategy, and become a valued business partner to internal customers. Experience of working in West or North Africa would be helpful.

Qualified to MCIPS / RICS or equivalent level, with extensive hands-on work experience in related Procurement, Contracts and Logistics functions of upstream O&G industry. Flair for document writing, language composition and understanding readership of documents. MS Office. Team worker with positive attitude and well developed communication skills. Mentoring / training of national personnel in application of SCM documents. Working in multi-cultural environment and respectful of national customs and traditions. Facilitator, leader and coordinator of seminars / workshops to implement documents. Assertive, lateral thinker, will search for solutions outside the box. Organized, self-starter and low-maintenance. First language English, with working knowledge of French language optional.
