TASK

Restructuring the GMM Sponsorship program will attract more sponsorship for the orphan children we have profiled. We make profiles of orphan children and exposed them online so that interested people can pick a child and sponsor. This often takes sometime before someone picks up a child to sponsor. We want volunteers who will advise on best methods in which we can easily attract sponsorship for the children. They will advised on better ways where we can improve our child sponsorship programme.

Volunteers will work from April to July 2012. We shall provide all field information needed by volunteers to work by. They can work as a team or individually. They may either be French or English speaking. Communication will be largely through email and sometimes by phone.

Background / General description:

Improving the investment climate in Africa is one of three core priorities of the IFC/World Bank Group strategy in Sub-Saharan Africa. IFC manages the Investment Climate Advisory Services of the World Bank Group, which comprise staff based in the regional hub offices of Nairobi, Dakar and Johannesburg and across the continent, who work with a team of product specialists based in Washington, DC and Istanbul. The Investment Climate Advisory Services have been supporting Sub-Saharan African countries to design and implement investment climate reform programs for nearly a decade, and have scaled up their efforts significantly in recent years. The programs assist client countries to implement a range of investment climate reforms, including economy-wide reforms of aspects of business regulation, supporting international trade and investment, regional integration as well as addressing obstacles to private sector investment in leading industries, such as agribusiness, infrastructure, tourism and health. The team s objective is to support African countries efforts to create a positive investment climate to increase their competitiveness and private sector investment. The Investment Climate Advisory Services are looking to fill a staff position as Senior Operations Officer with the role of Program Manager for Central Africa, to be located in Douala, Cameroon. The successful candidate will coordinate our programs and will be expected to work in close coordination with the World Bank team, IFC's Investment staff and with regulatory and industry experts from the investment climate team in Nairobi, Johannesburg, Dakar, Washington and Istanbul. S/he will also be expected to contribute to the Investment Climate Advisory Services support to regional investment climate reforms.

Duties and Accountabilities:
# The Senior Operations Officer will have frontline responsibility for delivering the investment climate (IC) reform program in Cameroon and lead program development and provide implementation oversight in other countries in Central Africa, under the leadership of the Manager of Investment Climate Advisory Services for Africa, with day-to-day technical guidance from the deputy manager responsible for West and Central Africa and the IFC Country Manager. The scope of activities will include the following: Take overall responsibility for the design and implementation of an investment climate reform program, providing technical and logistical program support and ensuring the appropriate integration of all the business line activities.
# Take lead responsibility for the management of the relationship with the country clients and any external clients under the guidance of the IFC Country Manager.
# Coordinate fund raising activities with Donor Relations team. Coordinate and prepare all necessary donor reporting.
# Develop and monitor the budget for the IC programs, review and report on monthly budget reports and provide timely reports to management on the program.
# Authorize all payments for work on the IC country programs, which are not approved by one of the product leaders for subsequent approval by the manager concerned, certifying that the work claimed has been performed in accordance with the budget, work program and the WBG procedures.
# Coordinate and backstop all reporting on activities, outputs, outcomes and impact achieved by the program overall and its components.
# Ensure that all necessary program documentation, request letters, implementation updates etc., are filed electronically in iDesk, as per current instructions.
# Recruit, and manage the performance of short-term consultants.
# Coordinate all missions related to the IC programs in the country managed by the incumbent, in order to exploit synergies.
# Develop positive working relationships with other units of the World Bank Group to support the delivery of the IC programs drawing on inputs from multiple Group units.

Selection Criteria:
# Advanced degree in law, economics, business, public policy or related field.
# A background in investment climate policy issues, and economic, political and social facts in African countries.
# Minimum of 10 years professional experience, preferably working in complex multi-sectoral teams
# Effective inter-personal, leadership, team player skills and the ability to maintain excellent client and donor relations.
# Prior experience working in World Bank Group offices in Africa is desirable.
# Experience in developing and managing technical assistance, advisory services, and consultancy programs
# Strong advocacy skills, ability to interface effectively with public and private sector leaders;
# Experience working in developing countries, particularly in Cameroon is highly desirable.

Volunteers will deploy from home, live in Foundation-approved housing, and will work at the Foundation. Future Scale-Up:

Project HOPE will also be looking to develop a technical health assessment team to survey the Foundation to assist in the development of long-term programmatic goals and metrics to develop three key areas in order to refine the Foundation's identity in country: 1) hospital administration, 2) OB-GYN, and 3) emergency room operations. The output of this assessment will help determine future long-term training to improve the Foundation's capacity as well as set a model that is replicable across the country. This program has great potential for the future and we are looking for visionary volunteers to come in and help lead and guide this program.

Funding:

Volunteers will be responsible for their roundtrip airfare to Yaoundé and their visa. FilmAid uses films that are both educational and entertaining to draw audiences’ attention to subjects of vital concern to their health and well-being.

FilmAid International has operational presence in Kakuma refugee camp and is one of UNHCR’s Implementing partners. Currently FilmAid is implementing a variety of projects with funding support from UNHCR and the US government through Bureau of Population and Migration (BPRM).

These projects generally correspond to FilmAid’s core response areas of Health, Protection and Community services and involve production and dissemination of various videos.

FilmAid is looking to recruit a Program Assistant with the general objective to provide program implementation support to FilmAid’s field programs in Kakuma. The Program Assistant reports to the Program Manager and will fulfill the following functions

Key responsibilities:

Form messaging committees in Kakuma refugee camps comprising relevant stakeholders – UNHCR, implementing partners, GoK and refugee community representativesMeet regularly with FilmAid messaging committee in Kakuma refugee camp, which will comprise of members from the refugee community, UNHCR and partner agencies staff and involve them in all phases of the project. The program assistant will work closely with a script writer/drama director and other relevant program staff in discussing with the messaging committee various issues of concern and also identify approaches to addressing these problems within the communities.Conduct Focus Group Discussions (FGD) with various members of the community – religious leaders, community leaders, youth (both in and out of school), women, girls, and parents on the topical issuesAdapting information gathered from meetings with the messaging committee, focus group discussions and other reviewed data into film treatments and structures in consultation with the relevant Kakuma program staff.Together with relevant Kakuma program staff, and drama director, select actors, interviewees, and locations, and organize for the recording of soundtracks for the films. Â? Assist in developing formal and informal training materials to build the capacity of refugees and the host population

QUALIFICATIONS:

Â? Bachelor's degree + qualification in psychology, sociology or other social sciences and minimum 5+ years of relevant work experience (minimum 3 years in developing country or international development program

Â? Strong organizational and supervisory skills

Â? Possess excellent interpersonal skills and the ability to work within different cultural environments, the ability to analyze and prioritize needs.

Chief of Party-Cameroon Health Program

PSI seeks dynamic candidates for the position of Chief of Party to provide support to PSI's global mission. This position will provide leadership and management to an upcoming 4 year KfW project entitled, 'Cameroon Health Program: AIDS in the context of a SWAp.' PSI will be the prime recipient of the project partnering with l'Association Camerounaise pour le Marketing Social, EPOS Health Management and le Service d'Appui aux Initiatives Locales de D?veloppement. This full time position will be based in Yaound?, Cameroon and will report to the ACMS Executive Director. Please note: this position is contingent on funding.

Responsibilities:

Oversee the development, management and implementation of a health services delivery voucher project (Health Program/SWAp) in Cameroon
Oversee the development and management of effective evidence-based M&E interventions, to assess and follow Health Program/SWAp project activities and impact
Collaborate closely with all stakeholders, including primarily the MOH, to ensure Health Program/SWAp project activities are designed and managed based on documented evidence
Oversee the management of sub-awardees as well as the training of consortium partners, peer educators, and community leaders
Serve as the primary liaison with KfW for the project in close coordination with the ACMS Executive Director and other relevant technical staff
Effectively collaborate with all key partners and stakeholders throughout the life of the project
Manage partner relationships relevant to the Health Program/SWAp, including partnerships with local and international organizations
Supervise and lead the Health Program/SWAp project Staff team in coordination with the ACMS Executive Director, HR manager and other relevant staff

At least 7-10 years of demonstrated success in leading and managing programs and staff applying analytical and interpersonal skills
At least five years work experience in sub-Saharan Africa
Relevant post-graduate degree in (MD, MBA, MIA, MPA, MPH, BAC+5)
Good understanding of international development and health issues
Familiarity with KfW and other international donors
Fluency in English and French

The successful candidate will also have excellent analytical, interpersonal, organizational, and cross-cultural skills; demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; able to maintain efficiency in a fast-paced work environment.

Assess, plan, implement, and evaluate GBV programsAssist Victims of GBV in innovative manner taking in to account socio anthropological realities Ensure appropriate community awareness and advocacy in fighting against violence with emphasis on men involvement Elaborate and/or provide appropriate communication tools kitsIntegrate smoothly, GBV activities in Reproductive Health routine program at hospital and all the health facilities levelEnsure appropriate care for victim of GBV during MMU activities, at health centre and Hospital level by providing an acceptable quantity of medicine in accordance of therapeutic protocolsDevelop proposals for funding GBV programs, and write project/program reports Provide technical assistance to IMC staff and other collaborating agencies such as MOH, CBOs, local NGOs etc. Assist in developing formal and informal training materials to build the capacity of refugees and the host population Develop a monitoring and evaluation system for the program Submit weekly statistic and the monthly narrative report to the Site manager and CD

QUALIFICATIONS:

Bachelor’s degree + qualification in psychology, sociology or other social sciences and minimum 5+ years of relevant work experience (minimum 3 years in developing country or international development programExperience in Primary Health Care and GBV projects required Strong organizational and supervisory skills Possess excellent interpersonal skills and the ability to work within different cultural environments, the ability to analyze and prioritize needs.Ability to exercise sound judgment and make decisions independently.Extremely flexible, and have the ability to cope with stressful situations and frustrations.Must be fluent in both French and English (Written and spoken)Excellent decision making skills in challenged socio anthropological context.
