2 Operations Officers


The Centre for the Development of Enterprise (CDE) is a joint Institution of the European Union (EU) and African, Caribbean and Pacific (ACP) Group of States established in the framework of the Cotonou Agreement. Its objective is to ensure the development of ACP enterprises operating in the private sector with non-financial services.

The Centre is currently working on the reinforcement of its operational capacities in the ACP countries through its Six ACP Regional offices established in the ACP States.

To this end, the CDE Regional office in Central Africa based in Yaounde, Cameroon, wishes to recruit two (2) Operations Officers, citizens of one of the ECCAS countries or an EU citizen residing in these countries with the necessary competences to support the Manager of the Regional office in the implementation and management of programmes for third parties.

Key Responsibilities:
Under the supervision of the Manager of the Regional Field Office, the Operations Officers will be responsible for:
- Identifying, preparing and handling the projects and programmess in line with the Institution?s regulations.
- Collecting pertinent information from institutions active in the same field of activities in the region.
- Providing assistance in the preparation of programmes and other development initiatives.
- Implementation of programmes for third parties, such as the PADSP of Cameroon.
- Executing other related duties as assigned by the Manager of the Regional Office.

Qualification and Experience
Mature and self-driven person of high integrity and who meets the criteria?s outlined below:
- University degree: Masters in Finance, Economics, Business Administration, Engineering or a related degree.
- Minimum of 7 years of relevant experience acquired in the Private sector (enterprise or consultancy firm) or in an International institution.
- Proven experience in preparation, management and/or the financing of projects in the private sector and/or enterprise development and in particular, experience with SMEs/SMI.
- Skills and experience in design, monitoring, evaluating and/or auditing of technical assistance projects.
- Good IT skills ( Internet, Word, Excel, PowerPoint, outlook),
- Fluency in French (oral and written) is a requirement
- Good knowledge of English (oral and written) would be an advantage.

The remuneration will be based on the salary grill of the European Union Delegation in Yaounde or any other similar salary grill.

Well Construction Products Operations Supervisor

Job Purpose:

The WCP Operations Supervisor is the key focal point for all well construction products (Liner hangers, Cementing Products, Inflatable, Swellable packers and Solid Expandable Systems. The incumbent will be responsible for ensuring that a high quality of service delivery is an on-going part of country operations measuring performance against recognized KPIs.  Focus is on technical support, supervising field and workshop staff, inventory control, ordering equipment, job planning, problem job investigation. The incumbent must also have the means to monitor and analyze the BU financial performance at the country level. The incumbent will be responsible for ensuring that WCP approved processes and procedures are being followed. Review and sign off jobs in WPTS and complete monthly PL reporting as required

The incumbent will be expected to run critical jobs when necessary

Job Responsibilities:

Supervising planning building and testing of equipment as per WCP Global Quality Standards to ensure operational excellence in service delivery.

Running critical jobs at the clients well site when required

Review SORs, WPTS job reporting and brief and debrief filed and workshop staff as required

Provide Technical and Business Development support within the sphere of country WCP operations

Develop, communicate and implement area wide strategy initiatives and ensure operational excellence
Interface between the Region and the operations staff on issues such as technical, business development and global strategy

In conjunction with the Country managers develop fiscal and quarterly plans and monitor progress

Plan jobs in conjunction with the customer and applications engineers

Assist Field staff during job installations when issues occur to ensure operational excellence.

Visit customers to promote Weatherford solutions. Gather relevant well data, complete relevant details in Statement of Requirements (SOR) and communicate job planning details with client noting and updating any changes in equipment in relation to changing well data and job parameters.

Plan inventory and asset requirements, ordering equipment when required and assisting other areas by transferring excess equipment. Liaise with supply chain to ensure inventory requirements are being met.
Manage field and workshop staff - ensure quality standards and processes are being met and ensure all WPTS entries are being complete and approve

Lead operational reviews with field and workshop staff

Supervise any CPAR investigations and carry out lessons learned to prevent reoccurrence and close out with clients to their satisfaction

Monitor BU P&L statements and forecast revenue by month and quarter or as required. Complete P&L reporting requirements as asked
Any other delegated responsibilities as instructed by Line Management within the timeframe specified in a safe and efficient manner to meet business requirements, provided the instruction is reasonable and you are capable and deemed competent to fulfill these.

Required Qualifications:

Essential:
Must have completed a tertiary education in a technical subject and possess a good level of general education in Mathematics & English language. Must have a minimum of 3 years field service history

Preferred:
Ideally should have completed tertiary technical qualification in Engineering or similar and have run WCP products on land and on maritime locations for a minimum of 3 years

Required Skills:
Essential:
Must have in depth expertise in designated PL and in depth knowledge of other PL interfaces.
Must have an in depth  working knowledge of rig systems, drilling & production operations
Must have a full understanding of global WFT WCP processes and in particular the SOR process and associated management of change
Must have a full understanding of down-hole hydraulics and be able to explain WFT WCP down hole functiuonality in accordance.
Have the ability to interpret and understand well-site data in relation to system functionality
Have the ability to write procedures based upon equipment specifications and well data.
Have the ability to ask clients relevant questions with respect to equipment performance and be able to interpret the answers in relation to system functionality.
To be able to view and interpret engineering drawings
Must have an ability to work  as team leader and foster an environment  to resolve potential and actual problems within specific time constraints.
Must have good personal time management skills along with a demonstrated ability to effectively utilise dedicated resources to achieve positive results or solutions
Must be able to plan, prioritize and control and take responsibility for own work and work of others
Must have proven technical problem-solving ability.
Must be able to interpret technical requirements across multi product lines as laid out in client's scope of work and be able to identify and communicate clarifications accordingly.
Must have good communication skills, both verbal & written. Must have excellent keyboard and computer skills.

Preferred:

Working product line expertise in preparation of technical tenders and related workshop and field experience.

The programs assist client countries to implement a range of investment climate reforms, including economy-wide reforms of aspects of business regulation.

Background / General description:

Improving the investment climate in Africa is one of three core priorities of the IFC/World Bank Group strategy in Sub-Saharan Africa. IFC manages the Investment Climate Advisory Services of the World Bank Group, which comprise staff based in the regional hub offices of Nairobi, Dakar and Johannesburg and across the continent, who work with a team of product specialists based in Washington, DC and Istanbul. The Investment Climate Advisory Services have been supporting Sub-Saharan African countries to design and implement investment climate reform programs for nearly a decade, and have scaled up their efforts significantly in recent years. The programs assist client countries to implement a range of investment climate reforms, including economy-wide reforms of aspects of business regulation, supporting international trade and investment, regional integration as well as addressing obstacles to private sector investment in leading industries, such as agribusiness, infrastructure, tourism and health. The team s objective is to support African countries efforts to create a positive investment climate to increase their competitiveness and private sector investment. The Investment Climate Advisory Services are looking to fill a staff position as Senior Operations Officer with the role of Program Manager for Central Africa, to be located in Douala, Cameroon. The successful candidate will coordinate our programs and will be expected to work in close coordination with the World Bank team, IFC's Investment staff and with regulatory and industry experts from the investment climate team in Nairobi, Johannesburg, Dakar, Washington and Istanbul. # The Senior Operations Officer will have frontline responsibility for delivering the investment climate (IC) reform program in Cameroon and lead program development and provide implementation oversight in other countries in Central Africa, under the leadership of the Manager of Investment Climate Advisory Services for Africa, with day-to-day technical guidance from the deputy manager responsible for West and Central Africa and the IFC Country Manager. The scope of activities will include the following: Take overall responsibility for the design and implementation of an investment climate reform program, providing technical and logistical program support and ensuring the appropriate integration of all the business line activities.
# Take lead responsibility for the management of the relationship with the country clients and any external clients under the guidance of the IFC Country Manager.
# Coordinate fund raising activities with Donor Relations team. Coordinate and prepare all necessary donor reporting.
# Develop and monitor the budget for the IC programs, review and report on monthly budget reports and provide timely reports to management on the program.
# Authorize all payments for work on the IC country programs, which are not approved by one of the product leaders for subsequent approval by the manager concerned, certifying that the work claimed has been performed in accordance with the budget, work program and the WBG procedures.
# Coordinate and backstop all reporting on activities, outputs, outcomes and impact achieved by the program overall and its components.
# Ensure that all necessary program documentation, request letters, implementation updates etc., are filed electronically in iDesk, as per current instructions.
# Recruit, and manage the performance of short-term consultants.
# Coordinate all missions related to the IC programs in the country managed by the incumbent, in order to exploit synergies.
# Develop positive working relationships with other units of the World Bank Group to support the delivery of the IC programs drawing on inputs from multiple Group units.

Selection Criteria:
# Advanced degree in law, economics, business, public policy or related field.
# A background in investment climate policy issues, and economic, political and social facts in African countries.
# Minimum of 10 years professional experience, preferably working in complex multi-sectoral teams
# Effective inter-personal, leadership, team player skills and the ability to maintain excellent client and donor relations.
# Prior experience working in World Bank Group offices in Africa is desirable.
# Experience in developing and managing technical assistance, advisory services, and consultancy programs
# Strong advocacy skills, ability to interface effectively with public and private sector leaders;
# Experience working in developing countries, particularly in Cameroon is highly desirable.

RECRUITS OPERATIONS OFFICER
The Centre for the Development of Enterprise (CDE) is a joint Institution of the European Union (EU) and African, Caribbean and Pacific (ACP) Group of States established in the framework of the Cotonou Agreement. Its objective is to ensure the development of ACP enterprises operating in the private sector with non-financial services. The CDE also manages the Pro?Invest programme under the supervision by European Commission.
The Centre is currently working on the reinforcement of its operational capacities in the ACP countries through its Six ACP Regional offices established in the ACP States.
To this end, the CDE Regional office for Central Africa based in Yaounde, Cameroon, wishes to have the position of an Operations Officer, filled by a citizen of one of the following countries: Cameroon, Congo, Central African Republic, Chad, Democratic Republic of Congo, Gabon, Sao Tome and Principe, or an EU citizen established in those countries.
Key Responsibilities
Under the supervision of the Manager of the Regional Field Office, the Operations Officer will be responsible for:
- Identifying, preparing and handling the projects and programs in line with the Institution?s regulations.
- Collecting pertinent information on other stakeholders active in the same field of activities in the region.
- Providing assistance in the preparation of programmes and other development initiatives.
- Executing other related duties as assigned by the Manager of the Regional Office.
Qualification and Experience
Mature and self-driven person of high integrity with:
- University degree: Masters in Finance, Economics, Business Administration, Engineering or a related degree.
- Minimum of 5 years of relevant experience acquired in the Private sector (enterprise or consultancy firm) or in an International institution.
- Proven experience in banking (corporate credit), project financing and/or enterprise development and in particular, experience with SMEs.

GOAL Operations Manager Job in Nakuru / Nairobi Kenya

General description of the role:

The Operations Manager (OM) will work alongside the Country Director (CD) and with the senior management team at a country level, to support and assist the CD in the overall management and leadership of the country programme.

The OM will assist the building and running of an organisation that can design, implement, and report on cost effective interventions of a high quality, consistent with relevant standards and norms. The OM assists in the management of the country programme, working with programme and project teams and head office staff to define and implement a programme that gives meaning to GOAL's mission, policies and procedures, within the Kenyan context.

The OM will have responsibility for sections of the country programme including Human Resources and Administration, logistics, IT, and the Low-Cost Housing Programme.

The OM will have a focus on systems development, documentation and implementation, including working with HR on an effective in-house training programme and with finance, logistics and HR on audit systems for GOAL and donor policies. This will include the effective management of the GOAL asset register by facilitating the co-ordination of Logistics and Finance information.

It is anticipated that each of the three sections reporting to the OM (HR/Admin, logistics, and the Low-Cost Housing Programme) will be managed by strong coordinators. The role of the OM will be to coordinate and supervise their work and to agree strategic priorities so as to ensure the efficient and effective implementation of GOAL's programmes in Kenya. The job-holder is not expected to manage the coordinator's sections or teams on a daily basis, nor to act in their place except for periods of leave or where it is unavoidable.

The OM will be expected to have a good understanding of the overall country programme and be able to effectively represent the organisation and the country programme to external stakeholders.

General Responsibilities

Develop a good understanding of the overall country programme;Agree with CD monthly and annual objectives, and provide CD with monthly report on progress based upon an agreed workplan;Ensure monthly reporting on agreed key indicators for each function;Act as part of the Senior Management Team of the country programme;Represent GOAL and the country programme where relevant to external stakeholders;Ensure transparency and accountability across all GOAL Kenya activities through full implementation of logistic, HR, and admin regulation.Human Resources and Administration
Directly supervise the Human Resources Manager (HRM);Agree with the HRM monthly and longer term objectives for his/her department and review on a monthly basis their achievement based, in part, upon agreed performance indicators;Ensure, with HRM, effective monthly reporting on key indicators both for information and with a view to effective strategic planning of resources;Ensure excellent knowledge of and full compliance with Kenya's labour and immigration laws. Train HR/admin team on same.Provide HRM with reasonable support and supervision as required to assist with the implementation of their work;Support the HRM to develop and implement an effective and agreed training and staff development programme which takes a strategic approach and addresses individual, programmatic, organisational needs;Support the HRM to work with other functions and programmes to coordinate and link work across the country programme;Together with the logistics and HR/admin team, ensure efficient management of Kenya-based conferences/meetings, Head Office visits, and Technical Team management;Work with the HRM to review the GOAL Kenya payscale and ensure staff are distributed representatively within it.Directly supervise the Logistics Coordinator (LC);Agree with the LC monthly objectives and review on a monthly basis their achievement;Provide LC with reasonable support and supervision as required to assist with the implementation of their work and to ensure that targets are being achieved;Support the LC to lead and develop all members of his/her team;Support the LC to work with other functions and programmes to coordinate and link work across the country programme.Directly supervise the Programme Manager and take responsibility for ensuring overall implementation of this project;Agree with the PM monthly objectives and review on a monthly basis their achievement;Provide PM with reasonable support and supervision as required to assist with the implementation of their work;Spend 40% of the time in the project area, supervising activities and ensuring proper systems implementation;Work with the PM to develop opportunities for advocacy, visibility, and fundraising for the programme, including linking with fundraising in Dublin as appropriate;Work with the team to ensure that Google Earth mapping is created and kept updated.Policy, Procedures and Guidelines (Systems Development, Documentation, Implementation, Training and Audit
Working with the CD and the Senior Management Team (SMT) identify areas requiring development and set out priorities and plans for meeting them;Implement plans and report to CD and SMT on progress;Assist the SMT with the drafting of a 2012-2017 Country Strategic Plan;Be responsible for implementation of the Document Management System;Support policy development and implementation in Logistics and HR, working with the respective managers;Support the ongoing development and implementation of Logistics and HR systems to improve the effectiveness and efficiency of organisation;Liaise with Dublin on development of policies within head office and the field, sharing information in order to encourage the development of systems that are valuable for all parts of the organisation.Carry out other duties as requested by CD.

Requirements:
