Overall Responsibilities

The Senior Technical Advisor, Pharmaceutical Systems and Services (STA-PS&S) is responsible for providing technical guidance and support in the planning and implementation of SIAPS Cameroon programs that promote achievement of USAID objectives. Specifically, the STA–PS&S provides technical leadership and direction for the development and implementation of strategies and programs to support the strengthening of Medicine policy, product selection, rational use and standard treatment guides development processes as well as the development and implementation of medication safety-pharmacovigilance and pharmaceutical financing management systems, in collaboration with the Ministere de la Sante Publique, Centrale Nationale d’Approvisionnement en Médicaments Essentials et Consommables Medicaux ,CENAME, Directorate of Pharmacy Services and Centre
d’Approvisionment en Medicament Essentials et Consummables Medicaux de Region (CAPRs), Public Health Programs and Health Facilities in Cameroon. He/she provides support and guidance and works with technical teams assigned to specific activities to ensure that high quality reporting systems for medicines management, rational use of medicines, pharmacovigilance and pharmaceutical financing are in place.
Specific Responsibilities

* Provide on –the –ground technical assistance to support the design and implementation of SIAPS pharmaceutical systems and services management and related interventions in Cameroon. This may involve work in rational use of medicines, pharmacovigilance, pharmaceutical financing and pharmaceutical systems performance monitoring among others.
* Together with SIAPS Country Project Director work closely with the Ministere de la Sante Publique as necessary to plan, organize and conduct training courses covering technical areas of Rational use of medicines-, development of STGs, pharmaceutical financing, and pharmacovigilance for the Directorate of Pharmacy services, CENAME, CAPRS and key public health programs and health Facilities in Cameroon as required.
* Work closely with Country Project Director to develop and implement SIAPS work plan and technical activities in Cameroon.
* Maintain regular communications with SIAPS Country Project Director and other senior staff to ensure that all technical assistance needs in pharmaceutical systems and services for the MOH institutions are
adequately addressed.
* Ensure the development and/or adaptation of tools, guidelines and Standards Operating Procedures (SOPs) for all assigned areas of interventions. Coordinate with other SIAPS staff in the development and update of other materials as needed.
* Collaborate with other SIAPS staff in developing training materials, job aids, newsletters, reports and training curriculum including the training and strengthening of capacity in management and appropriate use of medicines for all health providers and other stakeholders.
* Collaborate with other senior staff in the development of work plans, strategic plans, and M&E plans as needed.
* Participate in the development of quarterly reports for SIAPS, USAID and in any other reporting requirements for the Cameroon project as needed. Assist other SIAPS staff in reporting results, maintaining accurate management and information systems.
* In collaboration with other SIAPS contribute to the documentation and
dissemination of strategic information, such as in national and international conferences, meetings and development of SIAPS documents and reports.
* The STA is expected to draft regular progress reports, monitor activities assigned to him or her to meet results and budgets.
* Facilitate work of external consultants’ as required.
* Make regular presentations of results and progress to stakeholders. Participate and represent the program in technical meetings.
* As necessary, collaborate with CPM Tools Unit and Publications staff to develop, test, and deploy electronic and hard copy tools and manuals to support implementation of reporting systems in country.
* Any other duties that may be assigned by the Country Project Director.
Qualifications

* Advanced professional degree in health, public health, pharmaceutical sciences, or related field, or equivalent relevant experience.
* Significant experience in pharmaceutical services and systems
development and strengthening in developing country context, including
demonstrated expertise in rational use program deployment, pharmacovigilance and pharmaceutical systems financing.
* Relevant experience in international public health with experience in pharmaceutical systems and services strengthening strongly preferred, particularly those related to the implementation of HIV/AIDS, Neglected Tropical diseases.
* Long-term working resident experience in Cameroon with strong understanding of the Cameroon public health and pharmaceutical
sector.
* Experience in conducting assessments, developing key recommendations and interventions.
* Previous experience in the development and delivery of training programs is preferred.
* Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients and consultants.
* Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
* Proficiency in French and English including reading, writing and speaking skills with the ability to conduct business in both languages.
* Demonstrated intermediate computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
* Experience working with USAID-funded programs highly desirable.
* Ability to travel domestically and internationally as required to support the progress of program activities.
* Strong logistics and organizational experience.
