Overview: The scale up of malaria prevention has in many places resulted in significant reductions of malaria burden of disease. As a result the age-old practice of equating fever with malaria is no longer recommended, as on average about 60% of presumptive cases are indeed not malaria. In addition to the demands of good patient care, indiscriminate use of ACTs not only wasteful but could lead to emergence of resistances to ACTs. In this light the most recent WHO Guidelines for the Treatment of Malaria state that parasitological confirmation by microscopy or Rapid Diagnostic Test (RDT) is recommended in all patients before treatment is started. This has now been adopted as public policy by Cameroon's Ministry of Public Health. To support this policy, the Clinton Health Access Initiative (CHAI) has been supporting the Ministry of Public Health in the introduction and roll out of Malaria RDTs since January 2011. In 2012, we will support the government of Cameroon in the roll out of RDTs across the country.

In this light, we are seeking a dynamic Malaria Diagnosis Project Manager to provide management support and technical expertise to the Cameroon's Ministry of Public Health through the National Malaria Control Program in partnership with other key country stakeholders to facilitate rapid implementation of activities related to the nationwide scale-up of RDTs. The Project Manager will assist the country in establishing and/or strengthening the building blocks for introducing a new technology (e.g., forecasting and product selection, behavior change strategy) and help to identify barriers to successful distribution, uptake, and adherence at all levels. The Project manager will be a experienced highly motivated, energetic, entrepreneurial individual with outstanding problem solving, managerial, analytical, and communication skills. S/he must be able to function independently and flexibly and have a strong commitment to excellence. The position will be based in Yaoundé, Cameroon.

Responsibilities:

Provide support to the National Malaria Control Program (NMCP) and other partners in strengthening commodity forecasting, product selection and procurement, and quality assurance processes for RDTs;Assess and improve upon existing training manuals, job aides, and communication materials related to RDTs;Carry-out rapid baseline survey in pilot health facility level to determine current barriers to distribution and uptake of RDTs;Support the design, launch, and management of an operational research project to test creative solutions to RDT distribution or uptake challenges identified and inform the development of national policy;Develop an inventory monitoring tool to improve RDT supply planning at the regional / district levels;Coordinate with other initiatives in country to ensure that RDT scale-up activities fit within a broader national context;Build capacity within the NMCP and other in-country partners to manage the RDT program;Ensure CHAI's activities are conducted according to work plan and budget;Collaborate closely and develop strong relationships with national governments, regional institutions, and key partner organizations to ensure coordination of resources and efforts.

Qualifications:

At least a masters degree and 3 years of professional experience in relevant fieldSignificant and demonstrable project management experience with a track record of deliveryGood knowledge of malaria controlFluency in both French and EnglishStrong written and oral communication skills including ent report writing skillsStrong interpersonal skills and ability to build relationships in a challenging multicultural environmentAbility to handle multiple tasks simultaneously, set priorities and work independentlyAbility to learn quickly and absorb/synthesize a broad range of informationVery strong analytical skills and a high level of proficiency in relevant computer applications , particularly Excel, PowerPoint and Word

Advantages: Experience in management consulting , and/or relevant private sector experience a plus

Experience living and working in Africa and/or developing countriesExperience working with African governments and institutionsExperience in working in public health, malaria and/or other infectious diseases
