Sector Leader WASH (Water, Sanitation and Hygiene)

(Based in Yaounde, Cameroon)

SNV-Cameroon provides capacity strengthening to local organizations (private, public or NGO) engaged in work for poverty reduction. In particular, we seek impact in: improvement of revenues, employment and production; better access to basic services (Water Sanitation and Hygiene and Renewable Energies). In all our work, special attention is given to issues of governance, gender and inclusion. Our Advisors combine technical competencies with the ability to facilitate change.

SNV Cameroon provides advisory services to councils and water management authorities for a better access to safe drinking water to the poorest strata of the population. We also strengthen communication between different stakeholders in water sector so that the voice of end users and marginalized can be taken into account in water supply policies at national and local levels. This is done through dialogues platforms and concerted actions amongst. Improving the management and maintenance system will lead to improved access of household to safe drinking water at affordable price.

In this context, SNV Cameroon is looking for a suitable candidate to fill in for the position of Sector Leader for WaSH, who will be responsible for profiling and positioning the WaSH sector in Cameroon and delivering capacity development services to a range of government, non-government and private sector clients at national and international level with particular emphasis on analysis/diagnosis, public-private partnerships, inclusive approaches and improving governance of the sector.

Responsibilities:

Leads the Country sector strategy development in order to ensure outstanding results and a high level of quality in WaSH; Oversees implementation of projects and programmes working closely with WaSH Sector Advisors; Develop SNV's niche in the Wash sector by enhancing the quality, visibility, applicability and up-scaling expertise in the country to position SNV Cameroon as a knowledgeable organization with a clear profile and focus; Take the lead role in sector studies to identify constraints and opportunities and to develop market-based solutions and approaches; Support SNV management in fund brokering and mobilisation of resources for SNV advisory services to clients Ensure proper integration of governance, gender issues in SNV advisory services gearing towards tangible results and impact Assure quality of WaSH advisory services in country by content leadership in the identification, formulation, execution, monitoring and reporting of/on SNV program in the wash sector Provide advice and support to third parties (LCBs, consultants) in order to professionalize their functioning and service delivery Conduct progress monitoring and assignment reviews with clients, and take an active role in impact studies; Lead the SNV WaSH team in development and coordination of strategic partnerships for joint service delivery, knowledge development and resources mobilisation purposes Maintain up-to-date information on sector developments through an on-going analysis of trends and issues; Ensure good documentation and dissemination of knowledge in the team Actively participate in external and internal networks that contributes to the WaSH programme

Candidate profile:

Master degree in Rural/Urban Water supply & Sanitation, Water Resource Management, Environmental Science, Natural Resource Management or a related field; 8-10 years of experience in water resources management and/or W&S service delivery including 5 years as senior advisor or consultant. experience in Africa is preferred Recognised experience in the management of change, institutional development and Organisational strengthening Comprehension of W&S approaches and concepts Affinity with the legal & institutional framework for W&S service delivery in West and Central Africa Experience with service delivery mechanisms including financial management Knowledge of/experience with good governance practices, decentralization, and empowerment principles Experience of linking the Wash sector to other sectors and building innovative partnerships Advanced skills in participatory methodology, techniques, coaching, learning and team building Knowledge of public sector service planning, delivery and management; Knowledge of good governance practices, and approaches dealing with gender-sensitive, social inclusion and empowerment principles; Knowledge of value chain development approaches; Understanding and ability to use problem and evidence-based approaches to capacity development; Proven ability to inspire and lead people with an empowering leadership style Demonstrable high level of competence in training and advisory methods; Strong strategic and analytical skills Excellent communication skills in English and French Client and team oriented attitude Advocacy, networking, lobbying and knowledge brokering skills Readiness to work and frequently travel in rural areas with minimal amenities;

Contract duration: 2 years with the possibility of renewal

Desired start date: As soon as possible

Description duty station: Yaounde, Cameroon

Medical facilities: Good medical services in hospitals, private clinics and pharmacies

Educational facilities: Good French and American international schools. Fairly good quality national schools

Security situation: Good. Nevertheless, continuous monitoring of safety measures is necessary

Accessibility: Regular flights, good roads, adequate transport facilities

Communication: Internet, Satellite phone, Telephone, State and Private media (TV, Radio and Press)
