Le Forêt Modèle de Cambo Ma'an (CAMAMF) s'agit d'un forêt tropicale humide dans le sud du pays.

Cuso International intervient dans les Forêts Modèles dans le cadre du projet ""Promouvoir la bonne

gouvernance pour la gestion durable des ressources forestières au Cameroun"" développé conjointement

avec le Réseau Africain de Forêts Modèles (RAFM) et VSO Cameroun, avec l'implication des

associations communautaires telles que la Plateforme des Pygmées Bagyeli, la Plateforme des femmes

rurales, et le Plateforme des ONGs locales.

LE RÔLE DU COOPÉRANT-VOLONTAIRE

• Regarder les programmes de financement offerts par RAFM et accompagner des promoteurs dans

les démarches de création d'entreprises au niveau des groupes et populations locales.

• Appuyer les populations à développer des projets sur une base d'affaire

• Appuyer au développement des chaines de valeurs autours des produits locaux

• Appuyer les populations à accéder aux services des institutions de micro-finance

• Appui à la mise en place d'une stratégie de financement endogène par les grands acteurs de la FM

(industries, communes, administration,...) et à la création de partenariats avec les acteurs

économiques du site

COMPÉTENCES ET QUALIFICATIONS

Essentielles

• Diplôme universitaire en administration, économie, gestion ou autre domaine pertinent - avec un

accent sur le développement économique ou la création d'entreprises

• Minimum 02 ans d'expérience expérience dans l'élaboration et mise en Œuvre des plans de

développement et mise en Œuvre des stratégies de développement économique local

• Connaissance du processus de développement de chaines de valeur et de sa mise en Œuvre

• Démontrer une bonne expérience dans la gestion de projet, l'appui aux entreprises, la création

d'entreprise ou domaine connexe

Souhaitables

ABOUT THE PARTNER ORGANIZATION

The Campo Ma'an Model Forest (CAMAMF) is a humid tropical forest situated in the French-speaking

Southern Prefecture of Cameroon. Cuso International is a partner in the Model Forest project Promotion

of Good Governance for the Sustainable Management of Forest Resources in Cameroon, developed

jointly with the African Network of Model Forests (ANMF) and VSO Cameroon, with participation from

community associations such as the Platforms of Bagyeli Pygmies, The Platform of Rural Women and

the Platform of Local NGOs.

THE VOLUNTEER'S ROLE

• Review funding opportunities offered by the ANMF and support community leaders in fostering

enterprise development among local groups and populations

• Assist local populations in developing business plans

• Support the development of value chains around local products

• Assist local community members in accessing services from local micro-finance institutions

• Support the implementation of a local financing strategy by the primacy Model Forest stakeholders

(industry, communities, government services, etc.) and the creation of partnerships with local

economic stakeholders.

SKILLS AND QUALIFICATIONS
Essential requirements

• University degree in administration, economics, management or a related field, with a focus on

economic development or entrepreneurship

• At least 2 years' experience in the design and implementation of business plans

• Knowledge of the process of developing and working with value chains

• Experience in project management, supporting enterprises, business creation or related fields

Desirable

• Ability to work as part of a team and willingness to work in a participative manner, while also taking

a leadership role as necessary

• Knowledge of human rights and other humanitarian standards with emphasis on gender and

women's rights

• Understanding of tropical forest environments

Economic Programme Specialist (Only for Cameroonians)

Under the guidance and direct supervision of the Senior Economist, and general guidance of the Deputy Resident Representative, the Economic Programme Specialist analyses the political and socio-economic landscape/trends and provides policy advisory services for enhancing the strategic orientation of UNDP’s work in Cameroon.  S/he works with Government counterparts to identify alternative macroeconomic policy options to enhance the policy impact of UNDP/UN projects and programmes. The Specialist advocates for and represents UNDP in his/her area of expertise as requested by his/her supervisor. The Specialist maintains a network with colleagues from UNDP, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors and civil society.S/he will be responsible for the management of UNDP programme in the thematic/sectoral area of inclusive economic development. The incumbent provides oversight and quality assurance to programme team and ensures a results based management approach to programme portfolio rollout.  The Specialist works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

Assessment of the country’s macro-economic policies and their impact on poverty reduction, inclusive and resilient growth, and the preparation of top quality analysis and reports.Provision of policy options, particularly from pro-poor perspectives, on macroeconomic and development.Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned.Training and capacity building support for UNDP staff and Government officials, public institutions on economic issues.

Ensures strategic orientation and direction of programme focusing on the achievement of the following results:

Provision of top quality analysis and substantive inputs to CCA, UNDAF, CPD, CPAP and other strategic documents.Identification of areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.Contribution to sub-regional, regional and inter-agency initiatives related to development/economic issues.Representation of UNDP in different working groups, including PRSP and MDGs.

Ensures effective management of the CO programme within the assigned thematic/sectoral areas focusing on quality control from formulation to implementation and monitoring of the country programme achieving the following results:

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results. Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.Application of RMB and oversight of the programme implementation cycle. Introduction of performance indicators/ success criteria, cost recovery targets and milestones.Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.Preparation of reports and follow up on audit recommendations.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team   focusing on achievement of the following results:

Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities. Org. Setting and Reporting

This post is located in the Sub-Regional Office for Central Africa, Yaoundé, Cameroon, one of five sub-regional offices of the United Nations Economic Commission for Africa (UNECA).

Responsibilities

Under the general supervision of the Director of ECA's Central Africa Office (ECA/SRO-CA) and the direct supervision of the Senior Officer, the incumbent will be responsible for the following functions: Monitor economic developments and identify recurrent and emerging issues of concern to the Central African countries, the Regional Economic Communities (RECs) and other Intergovernmental Organizations (IGOs), the civil society and the United Nations; Analyze trends, issues and challenges in development and regional integration through policy-oriented studies; Interpret and apply econometric techniques to analysis of economic prospects and policies; Develop draft policy recommendations pertaining to development, regional integration and other issues of concern to the Central African countries, the inter-governmental organizations and the United Nations; Formulate proposals for development strategies, policies and measures for presentation to intergovernmental bodies; Coordinate the preparation of the flagship publication "Les Economies de l'Afrique Centrale" and other reports. Perform outreach functions by representing the Office and ECA in international, regional and national meetings; Plan, organize and participate in expert group meetings, seminars and training workshops for government officials, RECs, private sector organizations and others stakeholders on development issues; Assist in the preparation, monitoring and evaluation of the programme budget and technical cooperation projects; undertake or participate in advisory services missions to Member States, the RECs and other partners; prepare inputs into global, regional, national or sectoral reports on economic and social development issues; Support junior staff by reviewing their work and providing feedback. Assist with the recruitment of consultants and the supervision of their work; prepare speeches and other inputs for presentations by senior staff; undertake on-the-job and other training activities both internally and externally; perform other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in economics or related field. Advanced knowledge in macroeconomics, development economics, public economics or related fields is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. PhD is preferable.

Work Experience

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience in the field of economic and social policy analysis gained through involvement in economic research, programme and project execution and evaluation in the area of economic analysis is highly desirable. Knowledge of the Central African sub-region and practical experiences gained in countries, NGOs or Economic Communities would be added advantages.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
